JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Pennsylvania State University Office of Budget and Finance invites applications for the position of a Financial Specialist to support financial operations of the University.

This position is initially intended to provide support to the Office of Budget & Finance, Central Finance & Business, and Human Resources units.

The Financial Specialist supports the units and Financial Officer in providing oversight of budget and fiscal matters. Responsibilities include advising department(s)/unit(s) on budget management, financial controls, and policy and procedure; providing and/or coordinating training for employees working with unit budgets; establishing, documenting, and implementing processes, procedures, systems, and standards for the efficient operation of the office and across the business areas. The Financial Specialist is responsible for SAP Concur approvals, financial transaction approvals under $15K, andWorkDay approvals for assigned units.

Additional responsibilities include:

  • Reconciliation and management of ledger and clearing accounts for business areas; make adjustments as needed and resolve problems
  • Compile data for analysis and forecasting purposes; run reports as needed for business areas
  • Provide both formal and informal training across business areas
  • Review and approve human resource actions; assist with position management; oversee part-time payroll processing and management; assure deadlines are met and appropriate forms are used
  • Maintain controls for business areas; manage authorizations; assign roles as needed; approve routine journal entries and prepare complex correcting entries
  • Maintain documented records supporting financial forecasts used in the rate and budget area
  • Provide review and approval of financial documents, transactions, etc.
  • Assign budget sources for expenditures to ensure visibility of spend on special budgets
  • Analyze and verify funding sources to ensure appropriate spending and billing practices
  • Prepare forecasts and analysis of trends in general business conditions and other related areas
  • Responsible for performing assigned audit functions; assist with annual processes for business areas, including annual salary increase and initial operating budget preparation
  • Review and approve business expenses and ensure compliance with University policies
  • Prepare financial summaries and any other specialized reports for presentation

This position will be filled at the Intermediate Professional level and minimally requires a Bachelor's Degree and 1 year of relevant experience, or an equivalent combination of education and experience.

This position offers a flexible work arrangement that combines remote and on-campus work. Questions related to flexible work should be directed to the hiring manager during the interview process.

Penn State is embarking on a project to restructure the University's financial functions to move towards a centralized, service hub-based structure. This position is intended to initially support the unit(s) and functions listed in this posting, however it is expected to evolve over time relative to the overall restructuring. Due to the financial and fiduciary responsibilities of this position, successful completion of a credit history check will be required in addition to standard background checks.

The salary range for this position, including all possible grades is:

$51,000.00 - $74,000.00
