DEFINITION
Under general supervision, plans, directs and reviews the work of a shift of track workers and equipment operators engaged in the maintenance, repair and replacement of track, switches and related appurtenances; inspects track using specialized equipment to determine the need for repair; provides for the instruction of staff in work and safety procedures; performs related work as assigned.
CLASS CHARACTERISTICS
This class either assigns and directs the work of a shift of track employees or inspects revenue service track during non-revenue hours to determine the needs for maintenance and repair. Work assignments to be completed are provided by a full supervisory class and the foreworker is responsible for ensuring that the work is completed satisfactorily during the shift. While the foreworker is responsible for initial appraisal and documentation of performance, employee selection and major personnel decisions are left to the full supervisor in charge.

The selection process for this posting will be used to determine the most qualified candidate. The qualified candidate from the selection process will be offered the position, in order of qualifications, as determined by the Foreworker Evaluation Committee.

The Track Foreworker, under general supervision, plans, directs and reviews the work of a shift of track workers and equipment operators engaged in the maintenance, repair and replacement of track, switches and related appurtenances; inspects track using specialized equipment to determine the need for repair; provides for the instruction of staff in work and safety procedures; performs related work as assigned.

Successful candidates will demonstrate expertise as defined by the current assignment and have a demonstrated history of the following experience and knowledge:
- Technical Knowledge of the work performed in this skill area (Track).
- Ability to Read and Write Effectively.
- Ability to Analyze Problems, Make Decisions and Direct a Work Force.
- Ability to Effectively Communicate Verbally.

Selection Process
This is a SEIU Local 1021 Bargaining unit position. The selection process will follow procedures pursuant to the Foreperson Evaluation Committee process specified in the SEIU Local 1021 contract.

The Employment Office will screen bids/applications/resumes against the minimum qualifications. Those candidates who meet the minimum qualifications will be referred to the hiring department for further consideration. The selection process may involve a skills/performance test, written exam, and/or a panel interview. Outside applicants will not be considered until all employees who have applied have been considered first.

Examples of Duties

Plans daily work schedules in accordance with established maintenance schedules and assigned repair list; assigns work to individuals and ensures that work is done to accepted standards and within established time frames; assesses and adjusts priorities to ensure that revenue operation impact is minimized; assists/instructs employees in troubleshooting and planning complex repairs and maintenance; assesses scope of unscheduled repairs and assigns work or determines if work should be completed by other shifts; inspects track from specialized vehicles or on foot, using specialized measuring devices to determine track safety and the need for maintenance; reviews performance of maintenance staff and equipment operators, counsels employees and prepares documentation of deficiencies; resolves minor disputes and informs supervisors of disciplinary problems requiring action; interprets District policies and procedures to employees; ensures that necessary parts, tools, equipment and supplies are available for completion of the work; orders or requisitions stock or special parts and equipment as needed; holds safety meetings and discussions on shop issues; trains employees and monitors and enforces the use of protective equipment and safe work practices; reads and interprets drawings and specifications; requests support from other crafts and units; responds to requests for emergency repair and assesses the situation; maintains logs and records and prepares reports of work performed, labor hours and materials used.


Minimum Qualifications

A typical way of gaining the knowledge and skills outlined below is:

Two years of journey level experience in the installation, maintenance and repair of track for an operating rail system; trade school or technical training is desirable.

Note: A minimum of three (3) years of BART experience is required.

Other Requirements:

Must possess a valid California driver's license and have a satisfactory driving record.
Must be willing to work shifts and be subject to overtime.
Must have sufficient physical mobility to inspect track throughout the District.


Knowledge and Skills

Knowledge of:

  • Methods, materials, tools and equipment used in the inspection, maintenance and repair of track.
  • Basic supervisory principles, including work assignment, instruction and review.
  • Procedures for inspecting and determining the need for track maintenance or repair or replacement.
  • Principles and practices of safety in track repair and maintenance.
  • Procedures for ordering and requisitioning parts, tools and supplies.

Skill in:
  • Planning, assigning, directing and reviewing the work of Track Workers and Track Equipment Operators.
  • Instructing staff on work and safety procedures.
  • Analyzing track repair and maintenance problems, establishing the scope of work required and recommending approach to the work.
  • Preparing and maintaining accurate records, logs and reports.
  • Reading and interpreting diagrams and schematics.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Exercising sound independent judgment within established guidelines.
