PRIMARY FUNCTION To direct, coordinate, implement and manage all aspects of the company's military range residue and recycling program (R-3) at various sites. The Operations Manager will ensure that goals, milestones, objectives are completed within prescribed time frame and within budget. Other duties include manage vendors and subcontractors; monitor all activities at program sites; provide ongoing project status updates; ensure appropriate equipment, technology and procedures are suitable for the applications. Ensure personnel are qualified for their assigned positions (i.e., equipment operators, Unexploded Ordnance (UXO) Technicians).Will actively pursue new work opportunities and assist with developing proposals for new work. ESSENTIAL FUNCTIONS
- Review, evaluate and assist in client Request for Proposal (RFP) to include technical approach writing, cost estimates, project schedules and Bid, No Bid decisions.
- Procure equipment, materials and tools needed to accomplish the project.
- Supervision of field crew, and subcontractors.
- Exercise authority to make decisions and resolve disputes.
- Ensure the work in progress meets specifications detailed in the performance work statement (PWS).
- Work plan and technical report preparation and review.
- Data analyses and interpretation.
- Enforcement of all company Health and Safety policies and procedures.
- Ensure all project activities meet federal, state, and local rules and regulations.

KNOWLEDGE, SKILLS, & ABILITIES
- Must possess an understanding of applicable explosives safety criteria and experience in the various phases of a munition's response to MEC or the performance of range clearance activities, as appropriate for the operations to be performed.
- Must be able and prepared to regularly walk long distances, lift at least 50lbs, and stand for long periods of time outside in potentially extreme weather conditions (high heat, sub-freezing, wind, rain, etc.).
- Must be able to communicate effectively, confidently, and effectively understand and execute directions, and comprehend written instructions and pertinent written information.
- Must be able to pass a biannual OSHA physical to receive a physician's work release.
- Must be willing to learn new skills and be flexible to performing new job duties.
- Must have a proficient ability to identify military munitions (e.g., family, group, type) and the specific safety precautions associated with them with accuracy and confidence.
- Must be aware of shortcomings in personal knowledge and be willing to seek assistance when necessary to ensure safety when performing MEC-related activities.
- Must be able to understand and implement explosives safety precautions as they apply to MEC-related activities.
- Must have experience with range residue removal, munitions response actions, range clearance activities and/or other MEC-related activities.
QUALIFICATIONS
- Bachelor's degree (B.S.) from a 4-year college or university or equivalent experience. (10 years of experience is acceptable in lieu of degree)
- Minimum 7 (7) years program management experience in all phases of range residue recycling or related munitions and explosive of concern (MEC) operations.
- Qualified as a UXO Technician III - Graduate of a military EOD School of the United States, Canada, Great Britain, Germany, or Australia. *OR* Graduate of a DDESB recognized UXO-TI Course.
- Current 40-Hour HAZWOPER training, 8-Hour Supervisor and 8-Hour Refresher in accordance with Occupational Safety and Health Administration (OSHA)-compliant (Section 1910.120 of Title 29, CFR)
- Must have completed a 10-hour OSHA Construction Safety and Health Training.
- Successfully completed training possess a quality-professional certification by a recognized organization (e.g., U.S. Army the Corps of Engineers and Naval Facility Engineering Command Training Course Construction Quality Management for Contractors OR receive company- and project-specific QC training and work under the supervision of a certified quality professional.
- Physician's work release document produced by undergoing an OSHA physical exam.
- Ability to travel up to 50% to 75% of the time to project sites which may be in remote locations.
- Knowledge of MS Word Office Suite Products.
