FTI has an exciting opportunity for an experienced Contract Management and Funding Analyst to join our team and provide dedicated on-site support to the N4 Contracts/Facilities Directorate of the Surface Warfare Schools Command (SWSC) in Norfolk, VA. This role is responsible for managing and tracking funding actions for multiple Training Support and Service Support Contracts across 16 global locations. The position requires expertise in DoD procurement processes, financial oversight, and contract execution to ensure mission success.



Responsibilities

    Format and prepare formal documentation, including Statements of Work (SOW), Performance Work Statements (PWS), Government Cost Estimates, and Funding Document Requests (FDRs).
  • Develop and manage annual contract funding requirements and fiscal year (FY) budgets in coordination with the N8 Comptroller Directorate.
  • Interface with Contracting Office Project Managers, Contracting Officers, Contracting Officer Representatives, and Financial/Budget Officers.
  • Monitor overall contract performance and funding to ensure accuracy and compliance.
  • Create, track, update, and maintain funding actions for over 20 Training Support Contracts and 25 Service Support Contracts, ensuring funding continuity for essential services such as contractor instruction, curriculum development, vehicle leases, copier services, HAZMAT disposal, and facility maintenance.
  • Provide contract management and funding analysis, offering recommendations to the N4 Director.
  • Maintain and update budget spreadsheets, tracking financial obligations, balances, and anticipated funding requirements.
  • Track and verify all funding documents, contract awards, and modifications, ensuring compliance with obligated funds.
  • Identify outstanding balances of funding not obligated and track reconciliation efforts.
  • Liaise with financial and project managers across multiple contract offices to maintain real-time contract and funding status.
  • Identify and prepare for upcoming contract recompetes and option year execution requirements.
  • Assist in drafting and maintaining SWSC's Annual Contract Funding Phasing Plans and Quarterly Funds Execution Plans.
  • Participate in weekly budget and planning meetings, and staff briefings as required.
  • Maintain organized documentation and shared digital files to support funding transparency and accountability.
  • Conduct risk identification and mitigation strategies for contract funding requirements.
  • Assist in facility management coordination, ensuring renovations and maintenance projects are appropriately funded and aligned with SWSC objectives.
  • Provide analytical support for Cost-Benefit Analyses (CBA), ensuring cost-effective decision-making in contract execution.
  • Ensure adherence to Manager's Internal Control Program (MICP) processes to maintain financial integrity.
  • Other duties that support and/or improve the execution of the duties assigned to the N4 Contracts Department may be required as part of this position. The N4 Department at SWSC contains Government, Contractor, and Military personnel.


Education/Qualifications

  • Must be a U.S. citizen, and able to obtain and maintain an active U.S. Dept. of Defense Secret Clearance (minimum).
  • Bachelor Degree Preferred (Contract Management and Acquisition or Government Contract Management), will consider equivalentexperience.
  • 2 years minimum, 6+ years preferred in of DoD Contract Analysis/Specialist experience.
  • Advanced proficiency in Microsoft Office Suite, specifically Excel (Pivot Tables, Data Analysis) and Access.
  • Expert knowledge of quality control, error detection, data reconciliation, and financial reporting.
  • Expert knowledge in qualitative and quantitative analytical and evaluation methods to identify problems and recommend solutions.
  • Familiarity with Surface Warfare Officers School operations or similar training institutions.
  • In-depth knowledge of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) required.
  • Understanding of DoD Financial Management Regulation (DoD FMR) required.
  • Experience with Navy ERP and related data elements preferred.
  • Knowledge of market research, cost and price analysis, acquisition planning, source selection procedures, business clearances, pre-award surveys, and financial audits.
