POSITION SUMMARY:
The Director of Environmental, Health, Safety & Security is a corporate leadership role responsible for all matters of safety, industrial hygiene, behavior based safety observation, security and environmental compliance for the company. The incumbent will develop programs, actions, teams, and strategies around all related areas of responsibility, ensuring full compliance with company safety imperatives and regulatory compliance both in terms of internal and external initiatives. Establishes and maintains cutting edge methodology and organizational approach to including but not limited to policies and procedures in compliance with OSHA, EPA, TCEQ and any other applicable regulatory agencies. Responsibility over corporate budget, controlling costs, planning, scheduling and procedural changes. Works in conjunction with other areas of the business to ensure top-notch coordination of efforts including working closely with the corporate communications area, regulatory affairs, operations and human resources.
DUTIES AND RESPONSIBILITIES:
- Set the vision and direction for all EHSS initiatives for TPC Group.
- Manage, lead, and champion TPCs' Environmental, Health, Safety & Security Processes.
- Establish and maintain exemplary EHSS organizational model for the corporation, with a high focus on training and development of management teams across the organization as needed within this area of responsibility.
- Responsible for managing, leading, developing and mentoring plant EHSS management. Ensure that they are effectively leading & managing their respective employee teams.
- Develop, sponsor and implement corporate wide pro-active strategies and initiatives around continuous improvements, accident prevention, security, safety and community service as it relates to all EHSS programming.
- Responsible for effectively interacting with local, state and federal regulatory agencies.
- Manage the daily activities of the Health, Safety and Environmental staff to ensure a safe and healthful workplace.
- Direct environmental compliance and performance functions in accordance with corporate compliance guidelines and applicable environmental requirements.
- Ensure that documented procedures, policies and recordkeeping are in place and maintained to provide compliance, system stability and on-going corporate optimization.
- Build and maintain excellent relationships with key management and stakeholders.
- Responsible for delivering world class EHSS programs. Ensure metrics are in place to judge our performance against internal goals and external best in class.
- Work extensively with counsel on legal matters relative to area of responsibility including pro-active initiatives.
- Team with the workers' compensation, training and risk management areas of human resources regarding common objectives regarding health and safety issues.
- Interface with various departments, contractors, agencies and trade groups to advance the goals and mission of the company as well assist all employees in compliance with company policies and regulatory requirements.
- Perform review of new and existing regulations pertaining to health, safety and security issues, and provides analysis of impact to the facility.
- Advise and consult with representatives of management, to plan, develop and direct the technical and administrative activities of the comprehensive Health, Safety, Behavioral Based Safety Observation, Environmental, and Emergency Response program for the facility.
- Represent Company in trade organizations as well as local emergency planning committees.
- Serve on various best practice teams and site committees.
- Record, analyze, and report key health, safety and environmental metrics for the Company.
- Represent the Health, Safety and Environmental Department in plant capital project reviews, owns capital projects in the HSE area and signs off on capital expenditures.
- Develop and implement new and existing programs designed to promote improved HSE performance. Provide technical support to achieve compliance with standards, policies and procedures, and regulatory requirements.
REQUIRED QUALIFICATIONS:
- Completion of an undergraduate degree in Health, Safety and Environmental, or other related discipline
- Minimum of 10+ years of experience in Health, Safety and Environmental required in the petrochemical, refining or chemical industry which includes experience in occupational safety, process safety, environmental and emergency response and management experience.
- A minimum of eight (8) years of proven supervisory experience.
- Strong and extensive knowledge of OSHA, Title V, EPA, HRVOC and other regulatory guidelines.
- Experience supervising/leading a corporate function encompassing environmental, health and safety areas.
- Demonstrated ability to manage environmental, industrial, security and safety issues both individually and as a member of management.
- Successful experience in this function within both represented and non-represented workforces desirable.
- Proven positive experience and expertise effectively interacting with regulatory and governmental agencies.
- Track record of successful audit experiences and a stellar record of environmental, security and safety.
- Proven leadership and managerial expertise and skills.
- Strong influence and project management skills.
- Experience interacting with senior management and boards preferred.
- Detail oriented, highly organized, decisive, thorough and dedicated to compliance.
- Well-versed in current regulations and laws with drive to stay abreast of changes.
PREFERRED QUALIFICATIONS:
- Strong knowledge of regulations and standards as they pertain to petrochemical industry such as OSHA, US DOT, TCEQ, EPA, NFPA, ANSI , API, State and Local Fire and Building Codes as well as ACC Responsible Care Codes
- Proven track record and experience supervising/leading a corporate function encompassing at minimum environmental health and safety areas
- Knowledge of current trends and methods in Industrial Hygiene
- Familiarization with Behavior Based Safety concepts
- Effective written and verbal communication skills within all levels of the workforce
- Ability to manage and execute multiple tasks and projects simultaneously
- Rapid analytical and decision making capabilities related to complex health and safety issues
- Computer proficiency with Microsoft Office Suite, and general database management skills
- Be able to lead by example and coach fellow employees in safe and healthful behaviors
- Familiarization with incident investigation process (fault tree analysis)
