Job Description:
Our client is seeking a Construction Procurement Specialist to support its growing portfolio of facility construction and renovation projects. This role is part of a high-performing Supply Chain team and is dedicated to ensuring procurement excellence in support of complex, secure, and mission-critical facilities. The successful candidate will play a key role in managing sourcing strategies, supplier relationships, and contract execution across the full construction lifecycle-from feasibility and design through to build and close-out.
Essential Duties and Responsibilities (but not limited to):
- Lead procurement activities for construction, architectural, and engineering services using various delivery methods (i.e., DBB, DB, CMAR).
- Prepare bid documentation, including IFBs, RFPs, RFIs, RFQs, and QBS packages.
- Conduct cross-functional bidding processes, solicit quotations, analyze responses, and negotiate pricing and terms.
- Draft, execute, and administer subcontract agreements, purchase orders, and change orders.
- Manage and maintain comprehensive contract files and documentation.
- Coordinate with internal Facilities, Project, and Supply Chain teams to align procurement efforts with project goals and timelines.
- Engage directly with suppliers to mitigate risks and ensure timely delivery within budget.
- Maintain strong supplier relationships, participate in performance reviews, and resolve issues as they arise.
- Analyze procurement trends and provide insights and recommendations to optimize sourcing strategy.
- Provide professional and courteous service to all internal and external stakeholders.
Qualifications:
- Bachelor's degree in Business, Construction Management, Engineering, Supply Chain Management, or related field (MBA, MPA, or related Master's degree is preferred).
- Minimum of 8 years' experience in feasibility, design, and construction procurement and contracting.
- Demonstrated knowledge of the full construction project lifecycle: feasibility, design, construction, and closeout.
- Proficiency in Microsoft Office applications (i.e., Excel, Word, and PowerPoint).
- Experience with procurement for secure or classified facilities (i.e., ICD 705 / TEMPEST compliant spaces).
- Strong written and verbal communication skills, with the ability to work in cross-functional environments.
- Experience in private-sector or general contractor procurement environments is a plus.
- Knowledge of supplier markets in U.S. regions including Alabama, Florida, Idaho, Utah, and Massachusetts are advantageous.
- Professional procurement or contracting certifications (i.e., NCMA, DAU, NIGP, and APICS) are strongly preferred.
- Active security clearance is strongly preferred. Candidates without an active clearance must be able to obtain a secret clearance upon starting this position.
- Candidates must be a United States Citizen.
