GENERAL DESCRIPTION:

This position serves the entire agency and may also provide services to school districts within the region or districts that have contracted with the agency for fiscal services. The Business Analyst is responsible for managing and overseeing the organization's contract administration, procurement processes, and budget analysis to ensure fiscal compliance, efficiency, and strategic financial planning. This role works closely with department leaders to support sound financial decision-making and uphold regulatory and policy compliance related to purchasing and contract management.

QUALIFICATIONS: KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

1. Proficient in Enterprise Resource Planning (ERP) software. Working knowledge of Infinite Visions preferred.
2. Excellent verbal and written communication skills.
3. Bachelors degree in Analytics, Finance or related field required.
4. Five years of finance, contracting, or related analysis experience. Governmental experience preferred.
5. Advanced proficiency in Microsoft Office Suite, Google suite or related software program.
6. Strong organization skills with great attention to detail.
7. Advanced management skills with the ability to lead, facilitate, motivate, and organize.
8. Ability to quickly adapt to change.
9. Provides exceptional customer service.
10. Ability to learn quickly and to collaboratively solve new problems.
11. Ability to resolve conflict in a positive, professional manner.

KNOWLEDGE, SKILLS, and ABILITIES:

2. Ability to exhibit professionalism and effective human relations
3. Confer regularly with immediate supervisor
4. Proficient in the use of computer and internet-based applications, including but not limited to email, internet software, Google Suite, spreadsheets, and word processing (MS Word)
5. Working knowledge of Local Budget Law.
6. Recent successful experience in analytical processes and data validation to ensure accuracy of data.
7. Recent successful experience using a computer based system for accounting applications
8. Expert-level proficiency in personal computer spreadsheet applications
9. Demonstrated ability to organize time and resources to perform multiple tasks simultaneously
10. Demonstrated ability to make decisions independently and use initiative and judgment in accomplishing tasks
11. Demonstrated ability to develop and maintain interpersonal relationships
12. Written and oral communication skills sufficient to perform essential functions
13. Physical and mental attributes sufficient to perform essential functions

ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following tasks. Other Duties may be assigned. The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.

A. Collaborates with both fiscal and human resources staff to thoroughly understand the needs to be supported by the information systems and technology.
B. Determines how changes to process or system settings will affect business and systems needs.
C. Provides recommendations regarding processes or system settings to meet developing business needs.
D. Responds to inquiries and provides advice to the staff regarding current and potential system inputs, processes, and outputs.
E. Develops and provides training to staff on system processes and procedures.
F. Produces reports, data, and graphics from system data. Supports staff in interpretation of this information.
G. Maintains current understanding of industry standards, trends, and best practices through industry and other professional networks.
H. Ensures data integrity is maintained through consistent processes and procedures as well as check and balance controls.
I. Support NWRESD and/or component districts with procurement processes.
J. Build and maintain contracts database.
K. Support the labor negotiations processes with impact analyses.
