TITLE

Technology Operations Specialist

JOB SUMMARY

The Technology Operations Specialist is responsible for specialized daily operational

support within IT Solutions, including assisting with budget management, financial

projections and reporting, assisting with spending analysis, and identifying opportunities for

cost savings. The position will assist in the development and implementation of departmental

procedures, goals, objectives, strategies and systems, and oversee contracts, software

licensing, and vendor relationships. As a member of IT Solutions team, the Technology

Operations Specialist is expected to uphold the division's mission to "empower an agile, digital

university and elevate technology as a strategic institutional asset" and contribute positively to

a collaborative, human- centered, innovative, accountable, transparent, and inclusive culture

within ITS.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Senior Technology Operations Specialist

Supervises: No supervisory responsibilities.

ESSENTIAL DUTIES - May include, but not limited to the following:

Business Operations (90%)

* Performs highly responsible and confidential operational duties and non-standardized

work requiring critical thinking and independent action.

* Assists with ITS budget process and annual budget development, assist with monthly

summary reports and financial projections, and assist with spending analysis and identify

opportunities for cost savings. Provides support and subject matter expertise to help ITS

leadership understand and fully utilize their budgetary resources and responsibilities.

* Supports and/or facilitates divisional operational processes to ensure compliance

with federal, state and university rules and regulations.

* Assists with planning and coordination of IT Solutions events.

* Facilitates participation in, and/or assists with IT communications, studies, reports, and

presentations; performs data-mining activities and creates charts, graphs and analysis to support

grant proposals, annual reports and surveys, and other CIO and ITS initiatives.

* Interprets policies, procedures, and federal/state laws to assist in the daily operations of

ITS.

* Provides holistic administrative support for the CIO and directors within ITS, anticipating

their needs and proactively providing support/solutions.

* Assists with technology initiatives and projects as needed.

ADDITIONAL DUTIES

Participation & Support (10%)

* Maintains awareness of current practices and future trends in vendor and contract

management, budget management, and general business operations, processes, and best

practices.

* Represents IT Solutions and participates in the campus community by serving on

working groups, project teams, and university committees.

* Performs other duties as requested.

EDUCATION

Bachelor's degree required. Job-related experience may substitute for the required education on a

year-for-year basis.

EXPERIENCE

Three years of relevant business operations experience, preferably in an IT environment.

Additional job-related education may substitute for the required experience on a year-for-year

basis.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is

an essential function of this position. Work is performed under general supervision and

performance is based on the effective completion of assignments and results obtained.

The performance evaluation is conducted through the performance evaluation system and in

accordance with the University Policies & Procedures. All employees share the responsibility of

maintaining information security and privacy requirements within the university by adhering to

Federal and State regulations, and TWU Policies & Procedures.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:

* Ability to maintain the security and integrity of the infrastructure.

* Ability to organize work effectively, conceptualize and prioritize objectives and exercise

independent judgment based on an understanding of organizational policies and

activities.

* Strong written and oral communication skills (including ability to present ideas in user-

friendly, business-friendly and technical language) and interpersonal skills with a focus on

rapport-building, listening and questioning skills.

* Proven analytical and problem-solving abilities, including ability to anticipate,

identify, and solve critical problems.

* Ability to pay strict attention to detail and manage multiple deadlines.

* Ability to build effective relationships and strong commitment to working collegially and

collaboratively with constituents at all levels in a diverse and distributed environment.

* Ability to use a personal computer and other office equipment, including related

university software and email.

Additional/Desirable Skills & Abilities

* Experience with budgeting, budget forecasting, financial reporting, and

financial software.

* Advanced experience with Excel, Google Sheets or similar, including charts, graphs, and pivot

tables, and in creating and maintaining complex spreadsheets and reports.

* Experience with project and event management.

* Experience in a higher education setting.

* Familiarity with Texas Administrative Code (TAC 202).
