Job Summary

Reporting to the Chief of Security and Parking Services, the Director of Security Administration is responsible for overseeing functions related to the department's administrative responsibilities, such as ensuring compliance with Caltech's payroll policies, payment reconciliation, p-card expenditure reconciliation, tracking of employee training and development, travel, payment of invoices, and vendor management.

The Director of Security Administration also oversees the department's Parking Services to maximize efficiency of parking vendor management, parking permit management, parking ticket reconciliation, and payment collections.

The Director of Security Administration is also responsible for Institute Clery Compliance and ensuring the completion of Clery daily crime and fire safety logs, the secondary oversight of the security department budget, departmental performance data are captured for metrics. This position will be the custodian of records for the Security Department, ensuring that record retrieval systems are in place and in compliance with Institute policies, and, along with other Security directors, to conduct record-keeping audits and business process analysis.

This position must effectively manage direct reports that have responsibility for these functions, including the Security Support Services Administrator and the Parking Services Manager.This is an Essential Reporting position. In the event of an emergency on campus, an employee designated as essential reporting has essential job skills that are needed for response and recovery and is expected to report to Campus as soon as possible.

Essential Job Duties

Security Administration

  • This position is the Institute's Clery Coordinator and ensures the completion of the Annual Security and Fire Safety Report.
  • Ensures the proper handling of security department payroll, payment reconciliation, p-card expenditure reconciliation, tracking of employee training and development, travel, payment of invoices, reimbursements, and vendor management.
  • Manages compliance with any training or security contracts with outside vendors.
  • Ensures the proper use and maintenance of internal security technology, as well as the use of AIM.
  • Develops and implements service assessment programs and initiates continuous service improvement training and programs.
  • Maintains effective Liaison and coordination with local law enforcement and fire protection departments. Promote and encourage collaboration with Residence Life, the Division of Student Life, Facilities, Information Technology Services, and other units as needed.
  • Helps manage the Department's Clery report and sits as a member of the College Clery Committee. May serve on college-wide committees as a representative of Campus Safety as appropriate to areas of responsibility.
  • Consults with other Institute department or division leadership concerning shared areas of responsibility and involves them in program development as appropriate.
  • Maintains effective communication with other staff to promote overall department effectiveness.
  • Perform other duties as assigned.

Parking Services

  • Oversee and supervises the Parking Services Manager to ensure that the following responsibilities are accomplished, but not limited to:
    • Develops and implements parking scheduling plans and special event parking coverage.
    • Manages parking and transportation contracts and parking permit vendor services.
    • Develops and implements parking and transportation plans in response to identified field problems, community concerns, emerging issues, and activity trends.
    • Develops and coordinates campus-wide parking and transportation informational programs.
    • Ensuring regular preventive maintenance of Caltech parking structures and parking lots.
    • May serve as Acting Chief in the absence of the Chief of Security and Parking Services.
    • May be required to serve as a rotational "duty manager" responsible for being on-call after hours and on weekends.
    • Is expected to report to campus due to emergencies and significant events during off-hours.
    • Must be effective and comfortable speaking before groups of students, parents, and administrators.
Basic Qualifications
  • A bachelor's degree in criminal justice or related field, or a combination of education and relevant industry experience.
  • A minimum of 5 years of security or sworn law enforcement experience, with at least 3 years of progressively responsible supervisory experience.
  • Must have experience in setting up and monitoring security training programs.
  • Exceptional written and verbal communication skills.
  • Must be knowledgeable in the use of computers with demonstrated proficiency of Microsoft Suite, Report Exec (CAD), and any other applications which may become required.
  • Strong interpersonal and networking skills.
  • Must ensure compliance with departmental and Institute rules, regulations, and policies and procedures.
  • Must be able to use the department and Institute computer systems that are currently in place and have the ability to analyze and evaluate information and develop reasonable and effective courses of action to resolve problems.
  • First Aid/CPR/AED certification.
  • Knowledge of the Jeanne Clery Act and must possess and maintain Clery Center certification. .
  • Must possess a CA valid driver's license and be able to drive Institute vehicles.
  • Must be eligible and be able to adhere to the Institute's Motor Vehicle Use policy.

The following physical requirements may be required:

  • Standing at times for prolonged periods, walking, reaching, climbing, lifting up to 50 lbs., carrying, writing, pushing, pulling, hearing, squatting/kneeling, driving, speaking, seeing, and restraining suspects.
  • May be exposed to noise, chemicals, heat/cold, carcinogens, fumes/gases, dirt, and human tissue/fluids, extreme weather and temperatures
  • Irregular work schedule, multiple concurrent tasks, frequent interruptions, detailed work, frequent deadlines, periods of concentrated attention, and frequent contact and interaction with people.
Preferred Qualifications
  • Master's Degree in a related field.
  • Prior or recent experience in a Higher Education or research environment.

Hiring Range

$104,000 - $120,600 Per Year

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
