Overview This position is responsible for managing the Company's Emergency Response Plans (ERPs), the Corporate Coastal Storm Plan (CCSP) and supplemental Coastal Storm Plans (CSPs), the Organization's Corporate Instructions, guidelines, internal post-event scorecards, and other reference documents relative to emergency preparedness. This position is also responsible for ensuring compliance with all applicable regulatory requirements as it pertains to Emergency Preparedness, including but not limited to Storm scorecards, Part 105 reports, the CEO certification process, and training affidavits, etc. Support shall also be provided during emergency incidents.As it relates to the plans and other applicable guiding documents, this position will be responsible for ensuring that they are completed as required, meets stakeholder needs, and that company personnel are prepared for responding to emergency events. The plans should include comprehensive details on effective storm/system preparation, restoration, and recovery; regulatory compliance and relationships; and maintaining internal and external relationships.
Responsibilities
Core Responsibilities
- Maintain and develop the Company's Emergency Response Plans (ERPs), the Corporate Coastal Storm Plan (CCSP) and supplemental Coastal Storm Plans (CSPs) and ensure integration throughout the company.
- Maintain Corporate Instructions and other guiding documents for which Emergency Preparedness is the Advice and Counsel.
- Ensure that the various plans are completed as required, meets stakeholder needs, and working in conjunction with the operational groups, ensure that company personnel are prepared for responding to emergency events. The plans should include comprehensive details on effective storm/system preparation, restoration, and recovery; regulatory compliance and relationships; and maintaining internal external relationships.
- Manage post-event Electric Storm Scorecards and/or Part 105 reports throughout the Company and facilitate the completion of each when applicable.
- Maintain and update annual training affidavits to ensure company personnel are up to date prior to any event response.
- Manage Emergency Preparedness CEO Certification process to ensure annual compliance.
- Collaborate with Operations and Shared Services to identify their needs and resources as it relates to Plans, etc..
- Support Incident Command System (ICS) mobilizations (e.g. storms), including fulfillment of any System Emergency Assignments, as required.
- Participate in and/or support development or facilitation of exercises.
- Support Orange and Rockland (O&R) as required.
- Support the Mutual Assistance process as required.
- Attend meetings, conferences, and workshops related to emergency preparedness/management in order to learn best practices and develop working relationships with industry partners.
- Perform other related tasks and assignments as required.
Qualifications
Required Education/Experience
- Bachelor's Degree 3 years of relevant work experience
- Associate's Degree 4 years of relevant work experience
- High School Diploma/GED 5 years of relevant work experience
Preferred Education/Experience
- Bachelor's Degree 3 years of relevant work experience in emergency preparedness/management and/or utility emergency response and at least 3 years of utility experience.
- Associate's Degree 4 years of relevant work experience in emergency preparedness/management and/or utility emergency response and at least 3 years of utility experience.
- High School Diploma/GED 5 years of relevant work experience in emergency preparedness/management and/or utility emergency response and at least 3 years of utility experience.
Relevant Work Experience
- Demonstrated understanding of and experience with the Incident Command System (ICS). Required
- Possesses excellent oral and written communication skills and demonstrate ability to effectively interact with customers, support staff, and various levels of management and the union. Required
- Has strong analytical, technical, organizational and program/project management skills. Required
- Ability to exercise independent judgment and render sound business and policy decisions. Required
- Must be well organized, detail oriented, flexible to handle multiple tasks with changing priorities and critical deadlines. Required
- Must have a proven track record of working well in team situations and be willing and able to lead multi-discipline teams. Required
- Computer literacy with proficiency in Microsoft Outlook, Word, Excel and PowerPoint is required. Required
- Advanced Computer literacy in Microsoft Outlook, Word, Excel, PowerPoint, and Adobe Acrobat Pro. Preferred

Additional Physical Demands
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- Must be able and willing to travel within O&R and CECONY Company service territory, as needed.
- Must be able to work any shift (day or night).
- Must be able to work in outdoor weather conditions, as well as capable of extensive walking, climbing and standing.
- Must be medically approved to wear a respirator (where appropriate).
- Must be available for extended work hours and call-in when necessary, including weekends, nights or holidays.
