Job Summary

The Office of Financial Services and Controller plays a vital role in supporting the academic mission by providing expert financial accounting, analysis, and reporting services to both internal and external partners. As a department of approximately 50 professionals within the Business Services Division, we collaborate to ensure the seamless financial operations of the District.

We're excited to offer an opportunity for a Program Analyst Senior (Short-term) to join our team! This opportunity works with existing and emerging software applications to design, test, and document solutions for various state, local, and federally funded projects. Responsibilities also include maintaining and developing web content, managing complex data sets, and producing reports that support decision-making at all levels.

The ideal candidate will have a strong interest in problem-solving, collaboration, and transforming data into actionable insights. This role also involves providing training and support to employees across the District office and the Colleges.

Essential Functions

30% - Create and implement data management tools. Analyze and assess existing business systems and procedures.

30% - Work with college network administrators and system analysts to resolve problems with software products/company software systems.

20% - Develop and maintain procedure documents and train end users on new or existing system procedures.

10% - Create and maintain reports for both internal and external customers.

10% - Other duties as assigned.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in education, business or public administration, or directly related field and four (4) years of related program management experience, preferably in an educational setting.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. Bachelor's degree or higher from a regionally accredited institution in accounting, finance, business administration, or a related field.
  2. Two (2) or more years of experience in software development and creating workflow documentation.
  3. Demonstrated ability to pro-actively apply knowledge, think independently, take initiative to solve problems, and skillfully interpret regulations, laws, and guidelines.
  4. Ability to prioritize and self-direct, analyze situations, and meet multiple deadlines with minimal direction and oversight.
  5. Ability to analyze and interpret data for accuracy, making sound, independent decisions in a timely manner using a high level of judgment, including experience and proficiency with developing and utilizing spreadsheets and database software to retrieve data for reporting and data manipulation purposes.
  6. Experience in time management applying organizational skills, attention to detail, communication, and interpersonal skills.
  7. Demonstrated proficiency with integrated Enterprise Resource Planning (ERP) financial, accounting, and reporting systems and tools used in a higher education setting, preferably with PeopleSoft and DocuPhase.
  8. Advanced level PC skills with demonstrated knowledge, experience, and proficiency with MS Office, particularly Excel and Word.
  9. Ability to provide a high level of customer service and establish and maintain cooperative working relationships with customers and peers.


Special Working Conditions

May be required to sit for a prolonged period of time, viewing a computer monitor.
