POSITION SPECIFICS

We are searching for an Engineering Program Manager to join our Cyber, Modeling & Simulation Division at the Applied Research Laboratory (ARL) of Penn State In this role you will collaborate with researchers in the review of cybersecurity, software, hardware, mechanical and electrical drawings, designs, and documentation in support of ARL research. Additionally, you will be expected to reach out to government and industry partners to educate, socialize, facilitate and build mutually beneficial relationships for potential Sponsors and ARL. This position will be located in Reston, VA

You will:

  • Collaborate with researchers in the review of concept of operation (CONOP), security construct/handling, system requirement documentation, detail/assembly hardware architecture drawings, software life-cycle development, technical data package (TDP) content, bills of materials, and other documentation for adherence to standard design guidelines/practices in accordance with technical and operational requirements and DoD standards
  • Drive the research of evolutionary/revolutionary technologies and translate those into the development of transitional products. Included in the delivery are architectural overviews, drawings and documents throughout the product lifecycle as well as the management of reports, presentations, change requests, and technical exchange meetings
  • Provide guidance and support to research partners in the use and application of CONOPS, modeling & simulation (M&S) architecture, counter-intelligence (CI) assessments, cybersecurity risk management framework (RMF), communications theory, and special communications application with associated modalities and architectures
  • Use past experience and learned knowledge to recommend, develop, and implement internal policies and practices that align with DoD, Industry Best Practices and ARL policies and guidance
  • Assist in compiling and organizing data in preparation for Technical Data Package (TDP) deliveries to research customers and government sponsors
  • Train/Mentor and assist junior level designers on Standard Practices as it relates to cybersecurity, CI assessments, and special communications
  • Build relationships with potential government and industry partners to bring ARL research and development (R&D) technologies.
  • Responsible for all aspects of business development; identify potential partnerships and stakeholder engagement opportunities; pursue funding and new sponsorships; identify opportunities for program growth and expansion; establish the program vision and values; align program strategic plan with broader unit and University mission

Required skills/experience areas include:

  • Knowledge and proficiency of cybersecurity RMF process
  • Knowledge and proficiency of communication theory as it applies to special communications
  • Knowledge and proficiency of M&S architectures and applications
  • Knowledge and proficiency of project budgeting and tracking

  • Active TS/SCI clearance

Preferred skills/experience areas include:

  • Understanding of Industry or US Government practices for configuration management
  • Understanding of machining practices (both additive and subtractive preferred)
  • Systems engineering management and application
  • Proficiency of Microsoft Office and Adobe products

This full-time position is based in Reston, VA with hybrid option.

Travel related to this position: Approximately 25%

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

If filled as Engineering Program Manager - Principal Professional, this position requires: Master's Degree 8+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None If filled as Engineering Program Manager - Senior Professional, this position requires: Master's Degree 6+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $123,200.00 - $219,600.00.**THE PROPOSED SALARY RANGE MAY BE IMPACTED BY GEOGRAPHIC DIFFERENTIAL**
