Primary Purpose of the Organization:
The Government Contracting Assistance Program ( GCAP) educates business associates on obtaining contracts by providing comprehensive assistance in selling products and services to local, state, and federal government agencies. The GCAP is one of many services the Small Business and Technology Development Center ( SBTDC) offers. The SBTDC has been assisting North Carolina businesses for over 30 years. Our purpose is to generate employment and improve the general economic condition of the state by assisting North Carolina companies, including those eligible for business development programs for local, state, and federal government contracts. We provide procurement technical assistance by offering no-fee and confidential counseling on selling products and/or services to the appropriate local, state, or federal government agency.
Primary Purpose of the Position:
The purpose of the Government Contracting Assistance Program is to provide specialized and professional technical assistance to individuals and businesses that are seeking to pursue and successfully perform under contracting and subcontracting opportunities with federal agencies, the state of North Carolina, and other states and local governments and municipalities. The GCAP counselor is expected to make a concerted effort to seek out and assist small businesses, Small Disadvantaged businesses, woman-owned businesses, Historically Underutilized Business Zone ( HUBZONE) businesses, Small Business Concerns, Disabled Veteran businesses, and historically Black Colleges and Minority Institutions. The selected candidate will be expected to provide a broad range of business advice and in-depth assistance to many clients throughout an assigned multi-county geographic region. The counseling aspect of this position includes one-on-one meetings, telephone, email and other professional written communications. A substantial amount of time will be committed to researching and preparing strategic recommendations to move the client forward, so they can grow their business. Much of the work for this position is technically - based and necessitates attention to detail. It is essential that the selected candidate exercise great care and discretion in assisting the clients. Absolute confidentiality of client information must be preserved. The selected candidate could have a portfolio with up to 200 businesses. Marketing and outreach duties are critical; the selected candidate will need to make public appearances during the day and in the evening. They will assist in the development of specialized promotional materials as assigned. Administrative duties include maintaining adequate records of client-related activities, providing reports on client counseling and training efforts, and contributing to program evaluations. The training aspect of the is position includes the ability to create power point presentations, marketing of the seminars or events and evaluate the effectiveness of the training. The selected candidate will be responsible for developing relationships with Prime Contractors (large businesses) so they can play in role in recommending small businesses in the supply chain.

This position is funded by non - state funds and has been designated Time - Limited. Continuation of this position is contingent upon the continuing availability of those non-state funds.
Minimum Education And Experience Requirements:
  • Bachelor's degree and one year of experience related to the area of assignment or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Knowledge, Skills And Abilities:

  • Experience with government procurement principles and procedures, as well as the ability to communicate, execute, and deploy solutions to general business-type issues.
  • Government contracting experience as well as general business experience is desired.
  • Excellent interpersonal and communication skills.
  • Ability to handle multiple assignments, organize work, and assign priorities with minimal supervision, and must be self-motivated.
  • Some overnight travel is required.
  • Knowledge of the Federal Acquisition Regulation.


Preferred Qualifications:

  • A master's degree in business administration and a minimum of three years of relevant work experience,
  • OR a bachelor's degree in business and five years of relevant work experience,
  • OR a bachelor's degree in business or a related field and one year of entrepreneurial experience or three years of experience in a management capacity.
