Position Description
We are seeking an analytical and detail-oriented individual to work with the program teams within the Medical and Threat Countermeasures division to analyze data to assess project and program health, identify potential growth areas, and support the communication of impact through data. This role requires a deep understanding of data structures, statistical analysis, and business intelligence tools to drive data-driven decision-making. With guidance from the Program Manager; you will plan, organize, direct, and control projects, and team members, to accomplish program goals within cost and schedule guidelines.

This position offers a hybrid schedule (in-office & remote/work from home) or an onsite schedule and flexible hours. Candidates will need to reside near Charleston, SC to ensure work site flexibility.

Essential Functions
Reviews program and project contracts/agreements to ensure all requirements are being met.

Develops sufficient program knowledge to effectively interface with team members and clients.

Supports project activities that can include the following:
  • Establishes, maintains, and reviews project cost/schedule baselines
  • Leads efforts with the Government and the project team to review statements of work (SOW), ensuring revision control is maintained through the approval process
  • Provide oversight of project scope, budget and schedule through the use of some form of Earned Value Management (EVM), as required by the program
  • Reviewing invoices for accuracy and appropriateness and evaluates cost variances
  • Leads efforts with the Government Project Agreement Officer or Technical Representative (AOR or PTR) to track project progress and deliverables to ensure timely completion and acceptance by the AOR or PTR
  • Provides collaborative leadership, facilitation and interface among supported customers, vendors and users

Additional functions specific to data analysis:
  • Extracts, cleans, and analyzes large datasets to identify trends and insights.
  • Develops and maintain dashboards and reports using Power BI or other visualization tools.
  • Collaborates with program teams to define key performance indicators, collection methodologies and reporting requirements.
  • Performs data analysis and statistical analysis to support communication of trends and impacts. This will include both quantitative and qualitative data.
  • Gathers data from various sources, including databases, APIs, and third-party sources and ensure the upkeep of databases and data systems.
  • Engages with stakeholders to gather feedback and incorporate their perspectives into the impact assessment process.
  • Participates in meetings to discuss assessment results and implications as well as gather feedback for continuous improvement.
  • Creates and maintain processes to generate accurate and timely reports that help stakeholders understand and act on key data insights.
  • Links together multiple data sources to include contractor information, customer information, and resident data systems.
  • Works collaboratively with cross-functional team to test and validate new reporting/modeling features
  • Effectively displays data for decision making and to communicate impact
  • Develops and refines processes for continual data collection, updates, and expansion.

Submits to Program Manager, prepared technical and financial reports.

Evaluates and take actions required to execute the program as planned, Project Status Reports (PSRs).

Anticipates, evaluates, and implements risk mitigation solutions.

Prepares and presents program updates for program reviews and conferences.

Provides direct support to the Government Client's program office.

Ensures accuracy of data entry of financial information in support of reporting requirements.

Additional Responsibilities
  • Supervises Program Assistants or Program Administrators, as required.
  • Interacts daily with Division Leaders, Program Managers, and Contracts personnel, senior technical personnel, and ATI management.
  • Tracks and coordinates project or program success stories with the Program Manager and the Business Development and Communications Department.
  • Identifies and assists in targeting related business development opportunities, as well as participating in the preparation of proposals.
  • Performs other duties as assigned by the Program Manager and the division lead.
  • Assists with the development of the content of project proposals, technical reports and white papers, as needed.

Qualifications
  • Bachelor's Degree and 5 or more related years of experience or equivalent combination of experience and training or a Master's degree and 3 or more year's related experience or equivalent combination of experience and training. Degree in Data Science, Analytics, Health Sciences, Computer Science, or any related field preferred
  • Experience working with and/or synchronizing or combining multiple, disconnected data sets
  • Proficiency in data visualization best practices and visualization tools, Power BI strongly preferred.
  • Proven work history with data analytics and integration of AI tools.
  • Experience working with relational databases and data warehouses. Experience with SQL databases preferred.
  • Advanced proficiency in Excel
  • Strong analytical and problem-solving skills with the ability to interpret complex data sets and derive actionable insights
  • Strong attention to detail and ability to work collaboratively in a cross-functional setting
  • Strong communication skills, including presentations, technical reports, meeting management and work group management.
  • Ability to travel to conferences and meetings required. Weekend travel is very infrequent, however, it may be needed to support the client's needs for an early Monday or late Friday event
  • This position will need the ability to access US only data systems - US Citizenship is required.

Anticipated starting salary is in range commensurate with education and experience:
Senior Project Manager: $90,000
