THE POSITION

DESCRIPTION OF WORK

As a Taxpayer Assistance Technician, your role will involve researching and reviewing taxpayer accounts using various departmental systems, including PATH, the Business Tax System (BTS), BRIDGES, and a web-enabled inquiry platform. You will provide accurate responses to taxpayer inquiries, guiding them and their representatives on the correct completion of tax returns and related forms. Your responsibilities will include verifying tax liabilities, penalties, and interest, while explaining how these figures are derived in accordance with applicable tax laws and regulations. Furthermore, you will evaluate taxpayer compliance, respond to inquiries via phone and written communication, and collect necessary documentation to adjust accounts as required. Training will also be a key aspect of your position, as you will instruct seasonal staff on personal income tax and property tax/rent rebate programs, offering technical support for complex tax matters. Additionally, you will organize training sessions for volunteer tax groups, travel to satellite offices, and present on state tax laws. Finally, you will prepare reports assessing taxpayer services and recommend improvements for future enhancements.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Philadelphia.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of experience in reviewing tax documents and making taxpayer liability decision and applying tax laws, rules, regulations, policies and procedures; or
  • Three years of experience in the collection of taxes; or
  • Any combination of experience and training which provides the applicant with the required knowledge, skills and abilities.

Additional Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
