This position performs technical work in permitting, inspecting, monitoring, reporting and enforcement, in order to protect the wastewater treatment plant from potentially toxic or prohibited discharges.

Schedule: 7:00am - 3:30pm, occasional nights and weekends required
Starting hourly rate: $32.7158 ($68,048.86 annually)

Essential Job Functions The job functions listed herein are neither exclusive nor exhaustive, but are intended to be illustrative of the types of tasks the employee will most likely be expected to perform on a regular basis. The employee may be asked to perform different or additional tasks than the ones listed here, as the needs of the employer and/or the requirements of the position change.

  1. Administers the City's pretreatment program for industrial users; writes permits; conducts inspections, evaluates compliance; conducts enforcement actions; prepares required DNR reports and canvasses for new users.
  2. Evaluates and assists with industrial plans and specifications, industrial facility wastewater profile reports and slug management plans.
  3. Incorporates new federal and state regulations into the City's sewer use ordinance.
  4. Supervises the sampling technician.
  5. Investigates issues and incidents in the sewer system including spills and unknown substances, rags, odors, grease and cross-connections.
  6. Oversees implementation of the fats, oils & grease (FOG) control program and conducts enforcement action.
  7. Administers DPW hauled waste acceptance procedures and issues hauler permits; oversees and maintains truck scale and hauled waste database system; approves and monitors incomings wastes; conducts enforcement actions.
  8. Administers mandated source reduction programs such as mercury and chlorides; assists with phosphorus source reduction efforts.
  9. Oversees and implements the plant's water softener optimization and removal rebate program.
  10. Oversees permit-required influent/effluent monitoring and random sampling of hauled wastes and the collection system; assists with collection system flow monitoring and rain gauge data.
  11. Assists with annual rates review and implementation; calculates annual surcharges for users with high-strength waste; oversees annual meter readings for sewer-only customers.
  12. Assists with implementation of the plant's pharmaceuticals and personal care products source reduction program.
  13. Writes and reviews documents such as ordinance revisions, intermunicipal and commercial MOUs, safety policies and procedures, SOPs and guidelines.
  14. Interacts with regulatory agencies, City committees and Common Council, other municipalities, consultants, educators and the general public regarding ordinance changes, compliance issues, treatment issues and plant operations; conducts plant tours for students, scouts, and community open-house events; gives public relations presentations at seminars and workshops.
  15. Administers sludge land application program including site approvals, monitoring and DNR reporting.
  16. Serves as plant safety coordinator; schedules safety inspections, training and testing.
  17. Administers DPW contaminated groundwater acceptance procedures; reviews and approves sources and prepares guidelines.
  18. Reviews and approves sewer credit and sewer source meter installations.
  19. Uses specialized software including GIS, VueWorks, SCADA, FlowLink, Odalog, and CIS (Water Utility database).
  20. Assists with maintaining the plant's website.

Requirements of Work

Graduation from an accredited college or university with a Bachelor's Degree in chemistry, environmental science or a related field and at least 4 - 6 years of experience in wastewater treatment operations and management; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:

Knowledge of

  • Laws and regulations related to wastewater treatment, compliance and reporting requirements.
  • Wastewater treatment principles, sampling and lab techniques.
  • Chemistry, environmental monitoring and management.
  • The use of standard office equipment including computers and relevant software programs.

Ability to

  • Understand and follow instructions.
  • Work independently with minimal supervision.
  • Assign and supervise the work of others.
  • Track analytical results and evaluate compliance in conjunction with regulatory requirements.
  • Establish and maintain effective working relationships with consultants, industrial and commercial customers, supervisors, coworkers and the general public.

Necessary Special Requirements

Valid Wisconsin driver's license; Wastewater Operator Certification desirable.
