Job Summary

Reporting to the Manager, Contracts, this is a member of the management team responsible to manage planning, operations, and day-to-day activities across all of the operating entities of an assigned portfolio of contracts with respect to complex federal, state, and local government contracts, grants, and commercial contracts. Identify, develop, and implement the entire range of contract formation, administration, and contract compliance policies and procedures. Coordinate the activities of Program contract managers and contract pricing staff in accordance with the FAR/DFAR, other agency supplements, and the rules/requirements of the AbilityOne Commission. Work closely with the Risk and Compliance functions to enhance overall contract management/compliance.

Primary Duties

  • Craft, evaluate, and negotiate contractual and Grant documents covering a range of transactions. Make certain they are clearly written and that risks are appropriately minimized.

  • Create and maintain relationships with suppliers and serve as the singular point of contact for matters concerning contracts.

  • Maintain records for correspondence and documentation in relation to established contracts and those in progress, input eSRS Subcontract reporting.

  • Communicate and present information to stakeholders about all contract-related matters

  • Monitor contracts for funding and rate compliance, coordinate close-out, extension, or renewals.

Additional Responsibilities

  • Seek to resolve contract-related problems that may arise with other parties and internally.

  • Initiate and maintain relationships with SourceAmerica, Government Contracting Officers, commercial contracting organizations, and suppliers to effect efficient contract renewal and modification.

  • Manage and coordinate contract compliance with how operating units perform and function within the Government contractual policies such as FAR, DFAR, AbilityOne, and commercial laws, regulations, and other applicable guidelines.

  • Partner with the Operating group, Business Development department, and all support functions to ensure that all areas of responsibilities are fully coordinated and carried out.

  • Monitor and ensure compliance in a pro-active manner with FAR/DFAR, AbilityOne, and all related requirements at all levels of contracting/supply chain initiatives.

  • Analyze, develop, and propose strategies to senior management.

  • Implement new and revised corporate contract policy and procedures, including streamlined processes, templates, checklists, etc. related to the responsibilities of the contracts and subcontracts department.

  • Work closely with Operations and the Business Development Department on proposal preparation and grant management.

  • Provide responses to bids, proposals, and contract negotiations. Prepare requests for proposals for distribution to vendors.

  • Provide support through full agreement life-cycle from contract award through closeout.

  • Provide instruction of revised processes, policies, templates, etc. to functional team, centralizing and managing an electronic repository of all contractual documents for purpose of audits and senior leadership reporting. Develop a set of standard contracts for the company.

  • Perform other responsibilities as assigned.

Qualifications: Education, Experience and Certification(s)

  • Five (5) to nine (9) years' hands-on experience in US government, Department of Defense (DoD), and/or federal contracting required.

  • Bachelor's degree required; master's degree preferred.

  • CPCM certification is highly preferred.

  • Experience with government approved procurement systems required.

Knowledge, Skills, and Abilities

  • Strong analytical and critical thinking abilities.

  • Possesses excellent persuasion, negotiation, and judgment.

  • Formal training in contract management or certification in contracting/purchasing fields is preferred.

  • Working knowledge of Pricing and/or Project Control MS office suite is preferred.
