Job Description Parking Operations is seeking to hire a capable, confident and dedicated Accountant, Level I reporting to the Deputy Director of Operations Review. Operations' review is responsible for conducting operational assessments, evaluating the internal control structure and performing risks assessment of Parking Operations, Planning and Analysis (POPA) eight Groups. In addition, responsible for the development of Standard Operating Procedures (SOPs) for all the Groups/Units within Parking Operations. Under the direction of the Deputy Director, the Accountant level 1 will be responsible for assisting the Deputy Director in conducting operational analysis of programs, functions, operations and management's systems and procedures within Traffic/Parking Operations, assist in evaluating systems of internal control to ensure that programs and objectives are accomplished effectively and efficiently, gathering and analyzing data and records, prepare work papers and reports on findings and recommendations, coordinating implementation of recommendations, monitoring computerized tracking system, performing difficult analytical computations, assist in updating planning document, developing testing and program review templates, documenting findings and observations, make recommendations, prepare draft reports and communicate results of review with management, assist in preparing Standard Operating Procedure (SOP) Manuals and perform testing of business processes, and assist in internal/external audit coordination; liaison between different work groups to schedule meetings, interviews and walkthroughs and obtain documentation; responsible for updating spreadsheets and preparing work flow diagrams of current Unit processes. In addition, the candidate will be responsible for documenting the interviews/walkthroughs in a memo, highly motivated with demonstrated excellent interpersonal, multitasking abilities and MS Suite proficiencies. The candidate will also assist Deputy Director in special projects and perform duties in temporary absence of the supervisor. POPA is a multi-tasked, revenue generating operation of the Department of Transportation. Revenue in the forms of coins, cash, credit cards, checks and pre-paid debit cards are generated annually in excess of $258 million. Additionally, the Bureau's assets; meters, permits, keys, vehicles, security related business products, database and inventory systems, personnel, equipment of value in excess of $90 million must be evaluated and protected against risk.

Minimum Qualifications 1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or 2. A valid New York State Certified Public Accountant license. To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
Preferred Skills
Internal audit experience, or performing operational reviews of business and operational processes, demonstrate technical proficiency in using MS Word, Visio, Power Point and Excel, detailed oriented, highly organized, self-motivated and possess strong analytical, organizational skills, communication and writing skills.
