Summary of Job Duties:The Employee Relations Partner/Senior Deputy Title IX Coordinator reports to the Director of Employee Relations and Title IX and will play a vital role in advancing the university's commitment to preventing discrimination, harassment, sexual misconduct, and other prohibited conduct. This position is responsible for assisting with the Director with ensuring consistency and legal compliance in investigative practices across departments. This position will coordinate outreach initiatives to raise awareness of university policies and procedures. This position will assist with mediating disputes to resolve workplace conflicts to maintain a positive work environment. This position will conduct investigations, as needed, assigned complaints related to allegations of unlawful discrimination. This position is responsible for assisting the Director of Employee Relations and Title IX with the overall compliance of Title IX for the university. This position is governed by state and federal laws, and agency/institution policy.
Qualifications:
Required Education and/or Experience:
- Bachelor's degree;
- Minimum of two (2) years of experience involving the investigation or enforcement of anti-discrimination policies or programs in employment or education, including but not limited to Title VI, VII of the Civil Rights Act, Title IX of the Education Amendments Act, Americans with Disabilities Act (ADA) or Pregnant Worker Fairness Act (PWFA).
Preferred Education and/or Experience:
- Master's degree in human resources, business administration, or related field;
- Three (3) years of human resources, employee relations, Title IX, or related experience;
- Three (3) years of experience in providing education and outreach related compliance training, specifically related to civil rights laws;
- Experience in developing and managing educational campaigns and training programs;
- Minimum of three (3) years involving the investigation or enforcement of anti-discrimination policies or programs in employment or education, including but not limited to Title VI, VII , Title IX, ADA, or PWFA;
- Experience with Title IX investigations;
- Experience working with Workday (HCM);
- Experience working in Higher Education setting.
Job Duties and Responsibilities Administration
- Develop and maintain working relationships with departments and administration.
Complaint Processing and Investigations
- Receive, investigate, and mediate employee complaints with regard to all discriminatory actions within the UA Little Rock community;
- Serve as an investigator for Title VI, VII and IX complaints;
- Assists Title IX Director with efforts to ensure compliance with Title IX by coordinating and ensuring timely completion of the university's response and investigation of complaints pursuant to Title IX;
- Receive and process, in a timely manner, complaints from students, employees and third parties regarding violations of our Title VI, VII, and IX policies; conduct research and make referrals to other resources as needed (e.g. University Police, Disability Resources Services; Dean of Students);
- Provide information regarding available resources, interim and supportive measures and resolution options.
Training and Educational Outreach
- Provide strategic direction for training initiatives on non-discrimination, disability, harassment, and other topics designed to increase awareness and support of all applicable laws and regulations;
- Prepare and disseminate educational materials, including brochures, posters and web-based materials that informs the campus community of rights and responsibilities, including and no limited to Title VI, Title VII, Title IX and other employment laws;
- Develop and coordinate training for students and employees regarding their rights under Title VI, Title VII, Title IX and other employment laws, as well as, other complaint procedures;
- Serve as resource to the campus community including the coordination of training, education and prevention efforts;
- Regularly attend education programs to better understand best practices as they relate to Title VI, Title VII, Title IX and other employment law issues;
- Stay abreast of current federal and state laws, regulations and trends in the field of education related to harassment and other discriminatory practices.
Reporting, Surveys and Data Management
- Assist in preparing annual reports for the Chancellor, Vice Chancellor for Finance and Administration, Associate Vice Chancellor for Human Resources and Associate General Counsel;
- Maintain accurate and secure case records and database of complaints and resolutions in compliance with legal and University policies;
- Assist in coordinating and overseeing the implementation of periodic assessments of campus climate surveys;
- Conduct employment law research and stay abreast of national trends related to discrimination and related state and federal laws and regulations and monitor university's policies and procedures accordingly.
Communication and Rapport Development
- Maintain good communication and networking to maintain positive relations between the students, employees and the community;
- Effectively present information and conduct scheduled and on-demand employee training on areas of responsibilities;
- Assist in reporting appropriate complaints to the Department of Public Safety as required by the Clery Act;
- Collaborate with other university offices and community agencies to support the campus community in addressing Title VI, VII and IX issues and providing appropriate communication and cooperation.
