Salary Range: $110- $200k

Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Public Trust cannot be granted without meeting the residency requirement.

Job Summary

This position will direct and manage the testing lifecycle for a major FAA system or modernization effort. This senior technical role requires deep experience in FAA test methodologies, validation strategies, operational assessments, and system certification across the National Airspace System (NAS). The successful candidate will oversee integration and qualification testing for complex aviation systems, ensure compliance with FAA standards, and guide multidisciplinary teams through test execution and reporting.

Years of Relevant Experience

The position requires 20+ equivalent years of experience with FAA or aviation related systems testing and evaluation roles, as well as leading large teams. Specific experience with the Federal Aviation Administration (FAA) or the Aviation Industry is desired. Experience within Voice Switch, Automation and/or Surveillance programs at the FAA.

Essential Job Functions

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.

  • Lead the end-to-end system architecture development process for FAA programs, from concept through deployment, ensuring alignment with NAS modernization objectives and FAA Enterprise Architecture.
  • Define comprehensive test and evaluation strategies aligned with FAA Acquisition Management System (AMS) lifecycle phases and tailored to program objectives.
  • Lead the development of Test and Evaluation Master Plans (TEMP), test procedures, verification cross-reference matrices (VCRM), and operational test plans.
  • Oversee formal and informal verification (FIV) and validation (V&V) activities for hardware, software, and integrated systems at all levels.
  • Direct lab, integration, factory acceptance, field, and operational testing in coordination with FAA test labs, Tech Ops, and user stakeholders.
  • Ensure rigorous configuration control and documentation of test results, discrepancies, regression testing, and issue resolution.
  • Ensure compliance with FAA Orders, Test and Evaluation Handbook, Safety Risk Management (SRM) processes, and relevant NAS policies.
  • Serve as a technical authority for independent verification and validation (IV&V), providing objective assessments of system readiness and performance.
  • Interface with FAA customers, program managers, engineering teams, safety leads, and operational users to align test objectives with mission needs.
  • Prepare test reports, deficiency reports, readiness assessments, and participate in engineering review boards and deployment readiness reviews.

Education Requirements

Bachelor's degree required, preferably in Systems Engineering, Electrical Engineering, Aerospace Engineering, Computer Science, or related field. Master's degree is a plus.

Preferred Skills

  • Strong familiarity with FAA systems, standards, and governance frameworks, including AMS, NAS EA, and FAA SEM.
  • Proven experience managing T&E for complex FAA programs such as ERAM, STARS, SWIM, TFDM, or other NAS systems.
  • In-depth knowledge of FAA AMS lifecycle, system acquisition processes, and test-related directives (e.g., FAA Order 1370.121, SRM, DO-278/DO-178).
  • Experience with tools and platforms such as JIRA, IBM DOORS, HP ALM/QC, or similar for test tracking and requirements management.
  • Strong technical writing, analytical, communication, and leadership skills.
  • FAA Test and Evaluation or Safety Analysis training/certification.
  • Familiarity with Model-Based Systems Engineering (MBSE) approaches in a test context.
  • Experience supporting AJM, ANG, AVS, or FAA Tech Ops organizations.
  • Prior leadership of test campaigns in collaborative multi-agency or contractor environments.
