Develop and manage the OHCS's new CDBG-DR Program Monitoring and Compliance standard operating procedures, policies and manuals to meet federal requirements imposed by CDBG-DR funds. Develop, present, and manage the subrecipient monitoring, Risk and Capacity Assessment for all subrecipients and contractors, perform compliance checks on performance reports and expenditures on all CDBG-DR programs as listed in our HUD approved Action plan, and ensure overall compliance responsibility. Develop policy recommendations for the management on issues related to housing and other community development areas and provides evaluation of alignment with current policies and procedures. Coordinate housing programs and other federally funded programs to align with Federal and State regulations. Additionally, this position will provide oversight and direction to Compliance Specialists and Monitors throughout 6 years of this funding cycle. Establish subrecipient application process including developing and receiving project applications, coordinating the review process, determining project eligibility, granting awards, and providing compliance overview and requirements for all program required public notice, outreach, and public meetings. Prepare and oversee execution of contracts and grant agreements. Evaluate and respond to HUD required Citizen Complaints and grievance and appeal requests regarding funded services. Monitor sub-recipients and assist sub-grantees and vendors with compliance with federal regulations including but not limited to Section 3 and Davis-Bacon Act. Submit required reports to HUD and other funding and regulatory agencies. Provide technical assistance to grantees. Develop and maintain the HUD required compliance reports. Research, organize, analyze, and present information and data needed for Labor Day Fire survivors and housing projects and contracts funded with HUD CDBG-DR funds, ensuring adherence to all guidelines and federal, state, and county laws, regulations, and policies. Create SOPs to ensure accurate project files and other compliance documentation are collected. Maintain contract register and coordinate the contract approval process through the Procurement department. Work with auditors and HUD representatives to ensure accuracy and compliance of all regulations. Works with Programs, Finance and Policy teams to formulate changes to policy and programs as regulatory changes occur. Prepare and present communication related to Compliance and Monitoring schedules, monitoring visit reports, findings, concerns and recommended corrective actions to management and other stakeholders. MINIMUM QUALIFICATIONSA Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years' experience coordinating or administering a program. The Disaster Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery general funds along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government has allocated $422 million in Community Development Block Grant- Disaster Recovery (CDBG-DR) funds from the US Housing and Urban Development Department. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires.
