Technical Program Manager - Data & Privacy (Growth Marketing Operations)

Location: Culver City, CA or Cupertino, CA | Hybrid (Onsite Tue-Thu) | 12-Month Contract with Option to Extend

Pay Rate: Local to CUL - $78.90/hr | Local to CUP - $86.00/hr


About the Role

We are seeking an experienced Technical Program Manager to join the Growth Marketing Operations team, which plays a critical role in enabling on-device communications and automated messaging for a major media products and services ecosystem. This team focuses on the timely delivery, strategy, and execution of in-app messages sent to millions of users across multiple services.

In this role, you will lead cross-functional efforts to ensure that data enablement and privacy remain central to our growth marketing strategy. You'll manage complex projects that integrate data signals and machine learning models, while implementing robust privacy controls. Your work will help safeguard user trust by aligning marketing operations with compliance, legal, and security standards.


Key Responsibilities


  • Lead cross-functional programs for Data Enablement & Privacy within Growth Marketing Operations.



  • Collaborate with Product, Engineering, Data Science, and Marketing teams to define technical requirements and deliver scalable solutions.



  • Translate Growth Marketing use cases into actionable requirements for data and ML models, ensuring alignment with privacy and legal standards.



  • Build and maintain detailed project plans, managing dependencies, risks, and critical paths.



  • Communicate program updates, status reports, and risk mitigation strategies to stakeholders.



  • Drive privacy and compliance reviews, ensuring projects meet security and data protection requirements.



  • Guide technical teams on implementation decisions impacted by compliance, safety, or privacy policies.




Key Qualifications


  • 5+ years experience managing large, cross-functional programs involving backend systems, data pipelines, and technical architecture.



  • Strong understanding of Growth Marketing initiatives and customer lifecycle strategies.



  • Experience integrating Data and/or ML models into marketing automation platforms or consumer-facing applications.



  • Familiarity with propensity modeling, A/B testing, personalization, Bayesian statistics, and/or reinforcement learning.



  • Applied experience defining projects, gathering requirements, and preparing technical documentation for compliance and legal review.



  • Deep knowledge of the software development lifecycle, including testing, build, and release processes.



  • Excellent verbal and written communication skills and proven ability to influence stakeholders.



  • Strong analytical and problem-solving skills in fast-paced, complex environments.




Education


  • B.A./M.S. or advanced degree in Computer Science, Engineering, Data Science, or related technical discipline.
