Procurement Administrator Under the General direction of the CFO, the DWIHN Procurement Administrator is responsible for developing and administering all procurement related activities for the Authority. The Procurement Administrator manages all employees of the procurement unit and is responsible for the performance management and hiring of the employees within that unit. Essential Functions
Competencies
Education and Experience Education: Bachelor's degree with a major in any of the following: accounting, business Administration, finance or related area and certification as a Certified Public Procurement Buyer or Manager preferred. Master's degree preferred. Experience: Eight (8) years of administrative procurement/purchasing experience dealing with all phases of procurement in a governmental agency. Individuals must have actively worked in government purchasing division. Experience must include: determining appropriate noncompetitive and competitive solicitation methods, preparation of solicitation documents, exploring sources of supply, evaluating quotes and bids, evaluating noncompetitive procurement justifications, facilitating contract award processes, evaluating and implementing modifications of formal and informal agreements, and contractual problem resolution, while ensuring conformity with Procurement Policy and public procurement best practices. General knowledge of Procurement Standards relating to federal grant funding including familiarity with 2 CFR 200.317 through 326, and 48 CFR-Federal Acquisition Regulations (FAR).
