Badging Manager Overview:

The Manager Badging is responsible for overseeing and streamlining the pre-employment badging process to ensure compliance with federal, state, and airport security regulations. This role involves leading a team of direct reports, fostering efficiency in onboarding practices, and maintaining robust relationships with regulatory bodies to safeguard the airline's operations.

With extensive interaction with employees, visitors, contractors, stakeholders, business partners, and all levels of management, this forward-facing security role requires a high degree of professionalism and business acumen due to its high visibility and routine engagement with internal and external customers. Key programmatic responsibilities include strategic oversight of fingerprinting and related background investigation process, TSA onboarding programs, electronic access control, visitor management, Corporate ID Media, and providing support towards parking lot security and enforcement.

Pre-Employment Badging Operations



  • Ensures compliance with AOSSP (Aircraft Operator Standard Security Program), PCSSP (Private Charter Standard Security Program) and FACAOSSP (Full Air Cargo Security Program) in all areas associated with the badging function, including management of Rap Back (Record of Arrests ad Prosecution Background), Airline Employee Vetting (AEV) CHRC (Fingerprint-based Criminal History Records Check) and all pre-employment badging procedures.
  • Oversee the end-to-end badging process for new hires, ensuring compliance with Transportation Security Administration (TSA) and airport authority requirements.
  • Coordinate background checks, fingerprinting, and other screening activities required for badge issuance of all new employees and contractors, with high emphasis on security sensitive positions
  • Collaborate with Human Resources and Talent Acquisition teams to align pre-employment processes with hiring timelines
  • Ensure all pre-employment badging procedures adhere to federal, state, and airport regulations.
  • Serve as the primary point of contact for internal departments regarding pre-employment badging concerns or updates
  • Effectively interprets TSA regulations as it pertains to CHRC retention, fingerprint based criminal history background checks
  • Responsible for validating driver's license status to AOA standard as part of pre-employment verification process for driving positions under the AOA requirement
  • Administers pre-adverse and adverse action resulting from pre-employment fingerprint based criminal history background checks
  • Effectively interprets and administers Sun Country's ID Media policy.
  • Coordinates and facilitates the SIDA process for Sun Country candidates and employees to include scheduling appointments and monitoring progression of credentialing.
  • Effectively interprets FBI privacy rights as it pertains to fingerprint-based background checks and administer paperwork to standards.
  • In partnership with IT, coordinate badging for contractors of Sun Country; determine proper door access.
  • In partnership with IT, coordinate security access for Sun Country employees to various Sun Country properties.
  • Process MAC Concourse Pass Requests
  • Process MAC Key distribution and complete Key audit
  • Creates a customer-friendly security experience with employees, visitors, contractors, and all levels of management.


Leadership and Team Management



  • Manage and mentor a team of direct reports, ensuring clarity in roles, responsibilities, and objectives.
  • Provide day-to-day direction, guidance, and support to team consisting of Security Coordinators and Front Desk Administration
  • Conduct regular performance evaluations to foster professional growth and accountability within the team
  • Develop and implement training programs to keep the team updated on regulatory changes and best practices
  • Support and develop security staff to ensure compliance with established company, government, customer regulations and policies and procedures


Compliance and Risk Management



  • Maintain accurate records of all personnel screening and badging activities for audit purposes.
  • Coordinate the completion of annual (or as determined by MAC with a 2-week notice) SIDA Airport Badge audits established by the MSP Metropolitan Airport Commission (MAC)
  • Ensure timely completion of MAC key, SIDA, termination, leaves and any regulatory audit requests by the deadlines determined by regulatory agency
  • Maintain reports and audit badge return compliance
  • Coordinate the completion of the Customs Border Patrol (CBP) quarterly audit established by the CBP as it relates to airport security
  • Support the administration and compliance of security programs including, but not limited to: TSA Security Audits and monitoring security technology programs.
  • Acts as authorized signer for MAC approved SIDA Badges
  • Act as the primary liaison with airport authorities and security agencies to address compliance issues promptly.
  • Communicate effectively with external stakeholders, including regulatory agencies and airport authorities.
  • Manage and administers the TSA Regulations relating to fingerprint collection for airline employees. Supervises fingerprint collection process to include approved documents to assure compliance.
  • Manage all aspects of badge renewal in compliance with TSA and Sun Country policies
  • Manage the custom seals program including renewals, while maintaining a compliant and partnering relationship with the MSP CBP office
  • Ensure review of the badging/security policy to reflect any required updates following the required publishing process
  • Assist with the coordination and facilitation of the administration of all Sun Country security policies


Process Improvement



  • Identify and implement innovations to streamline the badging process without compromising security or compliance
  • Develop and document standard operating procedures (SOPs) for pre-employment badging to ensure consistency and efficiency
  • Assists in the production of reports and briefings on security technology, case resolutions, and trends and issues identified through the program
  • Reviews security training records for accuracy, responses to TSA inspections, and internal evaluations findings for accuracy
  • Partner with the Manager of Talent Acquisition to strategize around projects, initiative and areas of improvement to include regular participation in vendor review and the identification of opportunities through use of new and existing technologies.
  • Other duties as assigned


Required Qualifications:



  • Bachelor's degree or equivalent, or an appropriate combination of airline experience and substantive training to be determined by the hiring manager
  • Working knowledge of Aviation Security regulations, CFR 49 Part 1544 security regulations, AOSSP, and PCSSP Security Programs
  • Previous management experience
  • Previous auditing experience
  • Strong organizational and time management skills
  • Self-motivated and able to work with minimal supervision
  • Good oral and written communication skills and the ability to effectively engage with program management, government, and security team members
  • Strong ethical bias
  • Knowledgeable of Microsoft Suite to include Excel, Word, PPT, etc.
  • Ability to reconcile data within an Excel spreadsheet
  • Attend and successfully complete authorized signer training for MAC (Metropolitan Airport Commission)


  • Must be able to obtain SIDA Badge

Preferred Qualifications



  • Experience with airline industry security regulations and management
  • Experience working directly with airport authorities or regulatory bodies
  • Knowledge of multi-jurisdictional compliance requirements.
  • 2+ Years experience with a Part 121 airline


Compensation:

Pay range: $65,000 - $70,000 USD annually. This is the base compensation hiring range for this role.

Supervisory Responsibility:

Manages direct reports consisting of Security Coordinators and Front Desk Administration

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

Full-time onsite position based at the airline's operational headquarters or a key airport hub.

Occasional travel may be required to liaise with airport authorities or support team members across locations.

Ability to handle sensitive information with the utmost discretion and professionalism.
