Job Summary
Directs all data management and information systems . Serves as the principal contact for Senior Directors, Administrators, and Psychiatrists. Supervises data staff in furtherance of best practices related to service billing and the design, development, and implementation of database applications, and both management and grant-mandated reports. Leverages data and technology to accomplish comprehensive billing, offers integrated programmatic and clinical solutions, and executes UBA, Department of Psychiatry and Behavioral Sciences, and Montefiore Medical Center strategic goals.
Essential Functions
- Develop and translate an in-depth understanding of the reporting needs and processes of the Department and of MMC lines of business into actionable work streams, Ensure that the workload assignments meet the goals and objectives established for the organization. Direct the operations and IT infrastructure for all four current UBA programs and for any subsequent ones for which a contract is awarded
* To ensure accurate data output and analyses based on program requirements and processes specific to UBA and MMC functions. * Knowledge of all aspects of departmental processes will result in fewer or no changes in reporting outcomes and less development time for new projects and reports. - Direct the continuous creation and development of appropriate reporting tools, models, frameworks and relevant analyses. This consists of. but is not limited to, a core suite and ad-hoc reports to monitor clinic and program activity and proper billing.
* Programs and Clinics need to bill both accurately and timely. They also need ongoing clinical and personnel productivity information in order to manage daily work. propose recommendations and improve program outcomes. * Revenue is consistent with MMC strategic goals and expectations. * Clinical and program activity and outcomes are easily measurable and accessible. - Direct, lead and organize Data Analyst staff and develop project plans by applying advanced project management skills to achieve desired outcomes for UBA. for the Psychiatry Department and for MMC initiatives. Lend technical and process-oriented support and expertise to Senior Management on ad-hoc and long term projects related to reporting and billing. Serve as Project Manager on both large and small-scale projects.
* To effectuate a coordinated. comprehensive project plan with appropriate outcomes. * Provide "value-added" strategic information to UBA. Psychiatry and MMC senior management for planning the growth. direction. management and success of all services and programs * All project deliverables are completed on time or ahead of schedule. * Clinic and Program information work flows are all fully operational * Excellent feedback from senior management related to quality of high-level reports - Direct reporting services and data guidance and direction to Psychiatry residents for their annual research paper requirements.
* To both facilitate the residency program curriculum and to provide quality improvement opportunities for the Psychiatry and Behavioral Sciences Department. * Residents indicate ongoing satisfaction with both the guidance given regarding FHR and the data made available to them for their research. - Improve data quality workflow from identification to resolution of problem data in key UBA and Montefiore clinical and financial information systems by using industry-standard process improvement methods.
* Downtime and work flow inefficiencies cause inaccurate billing and a faulty basis for making clinical and program decisions, * Increased consistency and accuracy among reports * Reduction of inefficiencies associated with data correction procedures. - Manage and deliver quality improvement data upon request from the Deputy Chairman of the Psychiatry and Behavioral Sciences Department.
* Ongoing quality improvement initiatives are a key priority for overall MMC service delivery enhancement and research purposes. * Requests are delivered on time or ahead of schedule. Reports are accurate and results are easily presentable. Deputy Chairman approves all reports - Determine and recommend computer application configurations and uses as required to produce management reports based on an understanding in detail and at a high level of various UBA program needs, functions, constraints and processes.
* To ensure accurate data output based on clinical and administrative processes, Understanding the back end of these internal clinical databases as well as how they relate to other applications is critical to producing desired outcomes for our end users * Speed, flexibility, and accuracy of reports. Results in timely data and an efficient workflow. - Identify, obtain and process critical data to challenge the status quo through innovative thinking in the application of quantitative methodologies to improve decision-making
* There is an urge for the organization and hospital system to evaluate and disseminate information about the effectiveness of each program intervention and to explore new improvement opportunities. * Analytical methodology developed for current and upcoming programs.(Clinical outcomes. Costs and utilization. etc.) - Perform delivery system level analysis with members from key Montefiore departments, such UBA. KHIT. and the CMO.
* Integrate analytical abilities with other professionals dedicated to standardizing analytic methods * Establishment of a Quality Improvement structure to analyze program outcomes and processes. - Lead develop and contribute to relevant UBA Psychiatry and Behavioral Sciences Department and MMC grant contract proposals.
* New and relevant funding opportunities are vital to the long-term growth and direction of LBA and the Psychiatry department. * Timely comprehensive and accurate grant submissions and contributions - Review all outbound delegated reports for consistency Advise UBA Program Directors of potential limitations that may adversely impact the professional integrity of UBA and Montefiore.
* Ensure reduction in the amount of exposure that UBA departments have when data is submitted to funding agencies with questionable, controversial, or inconsistent content. * Reduce the number of requests for clarification of data submitted either to funding agencies or UBA departments affected by the data, Maintain excellent standing - Perform associate performance appraisals and identify training opportunities for department associates
* Structured performance feedback and training is critical for the alignment of staff and organization goals * Ability of associate to create a successful career path within the organization.
Qualifications
- MS Required
- 10+ years Healthcare managing analytical and technical staff in clinical environment Management of Complex Projects. Proven success in conducting analysis and producing actionable information using large data sets to answer high level clinical, programmatic and business questions Required
- This position requires excellent project management, technical, verbal and presentation abilities with a deep understanding of clinical care and the issues facing a large urban integrated delivery system. The individual in this position must be able to understand and explain difficult process-flow and technical issues effectively to individuals or groups of various different backgrounds. A strong ability to interpret business strategy and related issues and have the foresight to determine analytic solutions is required. Also, the individual must be able to build others' skill sets by coaching (i.e. provide teaching and mentoring). Must be able to instill a sense of project ownership by empowering and encouraging his/her direct reports. Must complete performance reviews on all staff assigned and be able to set clear short and long-term goals for these subordinates. This role will provide management of all data operations tasks, including, but not limited to, data quality assurance, data collection, data insights and statistics. Finally, the position holder will direct the identification, analysis and research of technical business requirements and determine an approach for meeting those requirements.
- Using solution-oriented leadership skills, regularly contributes meaningful recommendations to executive staff. Exceptional communication, interpersonal and organizational skills and an ability to develop and maintain productive relationships with UBA, with the Department of Psychiatry and Behavioral Sciences, with MMC upper level management staff and with contract administrators at outside funding agencies. Must build and lead teams and be able to conceptualize and solve difficult problems independently. Requires an advanced understanding of SQL and expertise with analytic and reporting tools such as SAS, SQL, Access, and Excel.
