Overview:

We are seeking a Quality Representative (QR) who will focus on implementing Quality program requirements in support of Research and Development (R&D) within the Enrichment Science and Engineering Division (ESED). This position resides in the Isotope Enrichment & Facilities Group within the Quality Assurance Division (QAD), Environment, Safety, Health, and Quality (ESH&Q) Directorate atOak Ridge National Laboratory(ORNL) and is matrixed to the Systems & Process Assurance (SPA) to support the Plasma Enrichment Science and Engineering (PESE) Section within ESED.

We are the nation's steward for research, development, and demonstration of enrichment technologies. ORNL is a recognized leader in centrifuge and electromagnetic enrichment technology. We are the stewards and dispensaries of the nation's stable isotope inventory and have a legacy dating to the late 1940s. This division integrates the full enrichment process from chemical synthesis of feed materials through fabrication of the custom physical forms needed to support the user communities. This position will have the opportunity to engage in all aspects of the enrichment enterprise, including: supporting applied research, continuous improvement of existing equipment and processes, and supporting development of prototyping cutting-edge equipment for isotope enrichment. The candidate will work closely with a focused group of scientists, technicians, and engineers on challenging, application driven projects in support of the DOE Isotope Program and other DOE mission areas. This has been a quickly expanding program at ORNL and offers significant opportunities for professional growth. Success requires an acute attention to detail and continued consideration of personnel and equipment safety.

The QR works with customers and other quality professionals to develop quality philosophy, tools and techniques, quality management systems, business/process improvements, strategic planning and performance metrics, and other quality-related initiatives to support Laboratory operations. The QR will support the development and implementation of quality requirements supporting the ORNL Isotope Program including IS0-9001 and the U.S Department of Energy (DOE) quality requirements. This position will provide general support at the program-level and routine support at the group-level for stable isotope operations.

Ideal candidates will have in-depth experience of how to apply and implement Quality Program requirements in a Research and Development environment. Knowledge and experience of educating the workforce on the application of a graded approach to quality is essential.

Major Duties/Responsibilities:

  • Work independently to provide quality assurance support for implementation of a graded approach to quality requirements within an R&D environment, with increasing rigor as R&D progresses through research/technical maturity toward Demonstration, Pilot Production and/or Production activities.
  • Review and implement quality control procedures, identify nonconforming items and corrective action requirements.
  • Provide guidance and support development of project plans, checklists, procedures, and guidelines for efficient and effective deployment of management systems and organizations supported.
  • Plan and lead assessments to evaluate the health of the overall quality program.
  • Review procurement specifications, design specifications, fabrication procedures, maintenance work packages, and other documents for incorporation of appropriate quality controls.
  • Provide quality planning assistance for various tasks, projects, procurements, work evolutions; provide assessments of work in progress, including document reviews against specifications.
  • Develop and maintain quality programs meeting the requirements of ISO-9001 :2015.
  • Develop and maintain quality assurance plans and procedures that address the requirements of ISO-9001 :2015 as needed.
  • Develop graded approach to material receipt processes that are compliant with quality requirements and applicable regulatory codes and standards.
  • Ensure material received are in compliance with procurement requirements design/specifications, codes, program requirements and quality standards.
  • Conduct supplier evaluations and perform oversight of inspection of fabricated items and assemblies to ensure conformance with established performance criteria; may include source inspections of critical components and assemblies.
  • Assist in implementation of nonconformance processing.
  • Lead independent reviews of revisions, updates and modifications involving Software Quality Assurance requirements.
  • Provide support for event critiques and causal analysis, including determination of preventive and/or corrective actions.
  • Identify and/or solve problems, assessing needs to achieve desired results.
  • Operate and communicate effectively and efficiently with all levels of management on quality issues.
  • Build and develop strong relationships with peers and others to exchange feedback on issues and concerns.
  • Work effectively with both external and internal customers to meet goals and assess customer satisfaction.
  • Reviews inspection and test setups and recommends instrumentation and measurement techniques.
  • Performs inspections and sets quality assurance testing models for inspection and testing of materials, parts, and products to ensure adherence to established quality standards and design basis.

Basic Qualifications:

  • BS with 8 years of relevant experience or anMS with 7 years of relevant quality experience.
  • Experience working in a manufacturing environment.
  • Demonstrated experience working with multi-disciplinary teams to identify, resolve and track quality and safety issues to closure.
  • Demonstrated experience developing or implementing supplier quality programs.
  • Possess in-depth knowledge of quality requirements and standards associated with ISO 9001or equivalent.
  • Demonstrated indirect leadership and influencing skills.
  • A safety and security mindset is required to work in our high hazard environment with multiple layers of safety and security controls to mitigate risks.
  • Excellent written and oral communication skills with proven ability to successfully interact with internal and external program stakeholders.

Preferred Qualifications:

  • BSin industrial engineering.
  • Experience in maintaining registrations to the requirements of ISO-9001 :2015 or equivalent standards.
  • Experience with analytical chemistry techniques and protocols required for high purity analysis and material handling.
  • Experience in implementing the requirements of DOE O414.
  • Experience with manufacturing with an R&D component within a large, multiprogram research environment.
  • Proven ability to function well in a fast-paced environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever-changing needs.
  • Advanced knowledge of Quality Assurance implementation responsibilities during engineering design and manufacturing associated with Contractor and Supplier oversight controls and processes including audits and surveillance activities.
  • Experience with event critiques, investigations, and causal analysis.
  • Experience with investigation analysis and problem solving.
  • Ability to read and interpret design drawings and technical specifications.
  • Lead Auditor or assessor experience.
  • Strong computer, organizational, verbal and written communication skills, with the ability to multi-task.
  • Strong analytical skills; customer service experience; and the ability to interpret, communicate, and implement complex instructions.
  • Experience with the marking, handling, and storage requirements of sensitive documents (e.g., export-controlled information, proprietary information, etc.).

Special Requirements:

  • Q Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
