Key Responsibilities:



  • Provide expert program management, policy analysis, and operational support for the Incapacitated Adult Child (INCAP) program within the Office of the Secretary of Defense (OSD) Personnel and Readiness (P&R) Manpower and Reserve Affairs.(M&RA) Office.
  • Support program oversight and enhancements to improve operational effectiveness.
  • Oversee activities related to the INCAP portal development and operations.
  • Coordinate with Defense Manpower Data Center (DMDC) to obtain Authority to Operate (ATO) and ensure compliance with cybersecurity and Personally Identifiable Information (PII) safeguard requirements.
  • Develop and maintain a master Point of Contact (PoC) list for all participating organizations.
  • Identify and recommend priority enhancements to improve portal quality, operational effectiveness, and usability.
  • Ensure the portal supports initial applications, quadrennial certifications, and consolidates disparate service methods of data collection.
  • Monitor and analyze program statistics and metrics to support oversight and data-driven decision making.
  • Identify deficiencies and recommend improvements to inform program efforts.
  • Ensure all data collected is owned by the government and available for historical analysis.
  • Collaborate with Service-level offices to ensure seamless application processing and determinations.
  • Develop clear and understandable directions for families to provide appropriate documentation and complete registrations.
  • Support strategic communication and outreach efforts to enhance user adoption and program awareness.
  • Support ongoing maintenance and adjustments to the portal as necessary to align with evolving program needs.
  • Provide recommendations for updates to DoD policy and guidance related to the INCAP program.
  • Support organizational change management efforts, including stakeholder management, strategic communication, and user adoption assessments.


Basic Qualifications:



  • Bachelor's degree in Public Administration, Business, or related field.
  • Ten or more years of experience in program management, policy analysis, or operational support within the DoD or federal government
  • Demonstrated experience with data analysis, reporting, and visualization tools.
  • Strong oral and written communication skills, with the ability to produce high-quality materials under tight deadlines.
  • Ability to work collaboratively in a fast-paced environment and communicate effectively with senior leaders.
  • Active Secret security clearance.


Preferred Qualifications:



  • Master's degree in Public Administration, Business, or related field.
  • Experience supporting programs related to secondary dependency determinations or similar family support initiatives.
  • Familiarity with DMDC processes and systems.
  • Knowledge of DoD policies and procedures related to personnel and readiness programs.
