Idaho National Laboratory is hiring a Human Reliability Program (HRP) Management Official to work with the Safeguards and Security team. Our team works a 9x80 schedule located at our Research and Education Campus in Idaho Falls with every other Friday off.

Responsibilities:

Human Reliability Program (HRP) Management Official per 10 CFR part 712 with responsibility to implement and manage the Idaho National Laboratory (INL) Human Reliability Program; a security and safety reliability program designed to ensure that individuals who occupy positions affording access to certain materials, facilities, and programs meet the highest standards of reliability, physical and mental suitability. Continuous collaboration with the DOE-ID HRP Certifying Official, other DOE site HRP offices, and the DOE HQ HRP manager's office requires broad expertise and unique knowledge of the HRP federal regulation.

Maintain the INL Human Reliability Program according to Federal Requirements without appreciable direction. Use professional concepts and company objectives to solve complex issues in creative and effective ways in the oversight of program components. Program components include HRP database functions/protocol, drug/alcohol testing activities, certification reviews/recommendations, Temporary Removal determinations, mentoring HRP Supervisors/Participants in their continuous evaluation duties, review of reportable information and possible security/safety concerns.

Direct, collaborate with, and mentor HRP staff.

Develop and present required program training to program participants and management at all levels.

Develop and maintain INL HRP program documentation in accordance with Federal Requirements and applicable DOE orders.

Formal collaboration with other HRP site offices

Develop and implement HRP Self-Assessments

Qualifications

Minimum Qualification Requirements:

Level 4: Bachelor's degree in related field plus 9 years of experience in related Safeguards and Security and/or Personnel Security discipline OR Master's Degree and 6 years of experience OR a PhD and 4 years of experience OR a High School Diploma (or equivalent) plus 15 years of experience in related Safeguards and Security and/or Personnel Security discipline.

Level 5: Bachelor's degree in related field plus 14 years of experience in related Safeguards and Security and/or Personnel Security discipline OR Master's Degree and 8 years of experience OR a PhD and 6 years of experience OR a High School Diploma (or equivalent) plus 20 years of experience in related Safeguards and Security and/or Personnel Security discipline.

Special Requirements

Obtain and maintain a DOE "Q" access authorization.

Exceptional communication and interpersonal skills.

Ability to interpret federal regulations into implementing documents.

Ability to develop and present program training and HRP staff training.

Effective experience and thorough understanding of 10 CFR Part 712 content and implementing theory.

Working knowledge of DOE Personnel Security Orders and practices.

Knowledge of INL self-assessment and assurance process.

Job Information:

  • The pay range for this position is: Level 4 ($77,628-$159,228) / Level 5 ($93,204 -$191,076). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials, manipulate tools, keyboard and type, reach with hands and arms, and operate job related equipment. The employee must occasionally lift and/or move up to 50 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
