Role Purpose:
Provide technical oversight of evaluation design, data collection, and analysis, ensuring methodological rigor and alignment with the Global Fund's Evaluation and Learning Principles and Quality Assurance Framework.
Key Responsibilities:
- Provide technical leadership for the C19RM end-term evaluation to ensure it is methodologically rigorous, contextually appropriate, and aligned with the Global Fund's performance, learning, and quality assurance standards.
- Lead the evaluation design during the inception phase, including refinement of evaluation questions, methods, tools, and country sampling strategies.
- Oversee structured synthesis and analysis of data across multiple countries, programs, and evaluation areas, integrating both qualitative and quantitative evidence.
- Supervise and mentor assistant evaluator(s) and in-country consultants, ensuring effective remote collaboration, adherence to protocols, and consistent application of methods.
- Ensure triangulation, evidence grading, and validity checks across diverse data sources, enhancing credibility and robustness of findings.
- Lead drafting of major sections of reports (Interim, Draft, and Final), including findings, conclusions, and actionable recommendations.
- Engage with stakeholders (Global Fund Secretariat, ELO, CCMs, partners, civil society) to validate findings and ensure contextual accuracy.
- Collaborate closely with the Team Lead/Subject Matter Expert to maintain coherence, quality, and alignment across all deliverables.
- Support dissemination and learning processes to maximize the use and uptake of evaluation findings.
Requirements:
- At least 10 years of experience conducting mixed-methods evaluations in global health.
- Advanced degree in epidemiology, evaluation, health systems, or related social science.
- Strong expertise in contribution analysis, theory-based evaluation, and outcome harvesting.
- Demonstrated ability to manage complex datasets and integrate qualitative & quantitative findings.
- Proven experience in supervising and mentoring diverse, geographically dispersed teams in complex, multi-country evaluations.
- Ability to manage remote collaboration effectively, including oversight of virtual data collection, maintaining quality standards across different country contexts, and ensuring inclusive participation of team members in a remote environment.
- Demonstrated skills in cross-cultural communication and supporting early-career evaluators to build capacity while maintaining rigorous evaluation standards.
- Strong writing and analysis skills.
- English proficiency required; French highly desirable.
- Must be domiciled in sub-Saharan Africa, Asia or SE Asia.
