Type: Exempt

Work Schedule: Full Time, Day Shift

Compensation: $90,000 - $100,000 Annually, dependent on experience

Tessera is seeking an experienced Emergency Manager to oversee preparedness, planning, training, and response operations at the U.S. Air Force Academy (USAFA). This role is critical to safeguarding personnel and infrastructure against natural disasters, technological hazards, and human-caused threats. The Emergency Manager ensures mission continuity and leads recovery efforts to maintain operational readiness across the installation.

Typical duties include but are not limited to:

Core Leadership Responsibilities:

  • Develop a strong understanding of AbilityOne and SourceAmerica programs.
  • Uphold and embody Tessera's core values.
  • Align team goals with Tessera's value proposition, ensuring highly engaged employees contribute to customer satisfaction.
  • Identify and mitigate safety hazards on job sites through effective risk controls and utilize Activity Hazard Analysis (AHA).
  • Conduct root cause analyses to promote a safe working environment and maintain adherence to Tessera's Accident Reporting process.
  • Foster positive client interactions using effective interpersonal skills, demonstrating respect, empathy, and responsiveness.

Essential Duties:

  • Lead and manage emergency management staff and program development
  • Provide performance planning, evaluations, and staff development support
  • Administer and oversee initial and recurring Emergency Management and CBRN training
  • Develop departmental policies aligned with the Incident Command System (ICS)
  • Review and analyze facility incident post-action reports
  • Guide cross-departmental compliance with emergency management processes
  • Conduct and interpret vulnerability assessments; recommend security enhancements
  • Design and implement training curriculum for risk mitigation and safety systems
  • Support Emergency Operations Center (EOC) and CBRN Control Center operations
  • Serve as subject-matter expert for emergency management, HAZMAT, and CBRN response
  • Participate in program activities and uphold Tessera's mission and core values

Qualifications:

  • Prior attendance of National Incident Management System (NIMS) 300/400 courses-such as X3AZR3EXXX0N1A-is preferred; however, if not completed prior to hire, these courses must be successfully completed within six months of employment.
  • Emergency Manager-level certification under the Air Force Certified Emergency Manager (AFCEM) Program is required; if not already obtained prior to hire, it must be completed in accordance with program guidelines following employment.
  • Prior role as CE Readiness Flight Chief or equivalent
  • Graduate of Air Force Incident Management Course
  • Proficiency in operating and analyzing products from emergency management information systems

Physical Requirements:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance. The physical demands of this position may be reasonably accommodated for individuals with disabilities to perform the essential functions on a case-by-case basis.

  • May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.
  • Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.
  • Must have the perseverance to work effectively under pressure for extended periods of time.

Requirements:

  • Must be eligible to obtain and maintain a Secret clearance for this postion.
  • Bachelor's degree in Disaster or Emergency Management and at least 10 years of field experience, or minimum of 14 years of related field experience without a degree
  • Completion of Air Force Emergency Management (AFEM) courses-such as JCAQP3E93100AB, J9AQA3E93100RB or J9AQA3E93100RA, JCABP3E93101AA, J6ANW3E95100AA, and J6ANW3E97100AA-or approved equivalent courses is required.
  • A valid state driver's license is required with the ability to obtain and maintain coverage by Tessera's insurance.
