- Provide daily general administrative and business oversight of various business items andprocesses for support to the Research & Development Enterprise Committee (RDEC) under the guidance of OAR leadershipby reviewing, monitoring, and tracking correspondence, proposals, deadlines, and conducting researchthat supports the Committee Members.
- Take meeting minutes during Committee meetings
- Develop briefing packages in advance of RDEC meetings, including subject matter research as needed. Packages will contain the final agenda, logistics information, supporting materials, and background material as needed for understanding or follow up on issues discussed during the briefing.
- Support R&D portfolio management in OAR and other line offices through customer support, user training, and technical writing and documentation.
- Liaise between the project management and development teams by administering a task tracking system using smartsheets or similar software tool.
- Lead and coordinate communication with users, including the management of the working group(s) by making announcements, drafting meeting agendas, taking meeting minutes, and responding to user questions.
- Conduct training for new and returning users on data entry and data extraction from portfolio management systems.
- Support research, planning, and monitoring efforts throughout OAR and NOAA by conducting detailed queries of the data.
- Develop and write portfolio specific reports, presentations, and web content, including research reports, white papers, presentations, fact sheets, information bulletins, educational materials, field guides, briefing papers, and other programmatic guidance on a wide variety of coordination and administrative issues associated with portfolio management.
- Provide logistics and coordination services for national and/or regional meetings related to NOAA R&D activities, including the development of meeting materials, invitation and tracking of participants, coordination of meeting space and requirements, note-taking and facilitation services, and the drafting of after-action reports, as required.
- The candidate will research available meeting space, but the client will contract for any needed meeting space.
- This position is on-site with the ability to telework 2-3 times a week.
Required Qualifications:
- A Bachelor's Degree in environmental, oceanic, atmospheric, biology, or other sciences is preferred. This background will be helpful in understanding content from the Committee.
- At least 6 years of experience in the field or in a related area
- Strong verbal and written communication skills, including experience facilitating meetings, groups, and/or teams, condensing large amounts of information, and demonstrated strong writing and editing skills, and experience translating complex scientific information for non-scientific audiences
- Demonstrated ability to multitask and work in a high-paced environment
- Can work both independently and as a team
- MS Office and G-Suite proficiency
- Experience with SmartSheets or comparable software tool(s)
- Strong written, analytical, and strategic foresight
- Demonstrated experience managing projects
- Must be a US Citizen or a Permanent Green card holder per contract requirements
Preferred Skills:
- Previous NOAA experience is preferred
- Knowledge of NOAA systems, services, research, and/or programs is a plus
- An interest in scientific research and development is preferred

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is: $72,681.00 - $132,308.00
