Position Summary

Responsible for overseeing and supervising the end-to-end operations of the title life cycle. This includes lien perfection, UCC filing, lien release, and lien maintenance requirements in accordance with State and Federal regulations and requirements. This also includes administrative duties necessary to maintain document retention and storage, along with administration of third-party services necessary for electronic filing. This position works closely with the VP of Lending Operations, Consumer Lending Operations Manager, and all departments necessary to meet service, compliance, and maintenance expectations. Perform duties in compliance with regulatory requirements including, but not limited to, the Bank Secrecy Act.

Essential Job Functions and Responsibilities



  • Oversee and optimize all aspects of loan servicing: including the title life cycle, servicing, and general loan maintenance. Ensure smooth, efficient processes while identifying opportunities to streamline processes and improve the overall experience. Implement best practices for loan servicing to drive operational efficiency and high-quality service delivery. Collaborate with Lending Operations management to evaluate and promote operational opportunities identified.
  • Lead, develop, and manage direct reports: Lead a high-performing team, providing clear direction, performance expectations, and accountability. Foster a positive work environment focused on collaboration, innovation, and continuous improvement. Regularly evaluate team performance, provide feedback and coaching, appraise performance, and make recommendations for staff retention, promotion, and termination as appropriate. Work with Lending Operations management to prepare and adhere to the departmental budget.
  • Ensure regulatory compliance for the title life cycle: Collaborate with Compliance, Consumer Lending, and all appropriate departments to identify, assess, and ensure all servicing processes comply with relevant regulatory frameworks.
  • Monitor title processing to ensure the timely processing of titles, UCC filings, lien maintenance, imaging, and document retention. Perform title and lien release audits to ensure compliance with TTCU policy and procedure and regulatory requirements. Monitor loan servicing for quality control, policy and procedure adherence, and regulatory requirements.
  • Respond and resolve member/employee questions, issues, and problems by researching requirements, providing resource documentation, and guidance. Collaborate with Consumer Lending Operations management to maintain overall departmental alignment and objectives.




Minimum Qualifications

Educational Requirements
High School Diploma or GED required.

Bachelor's degree in Business, Economics, Finance or other related discipline preferred, or equivalent experience required.

Certificates/Licenses

Must have and maintain a valid driver's license.

Must have a clean driving record; an annual MVR may be pulled to ensure compliance.

Ability to obtain and maintain notary public.

Experience



  • Financial institution or vehicle title and lien processing experience in a decision-making position required:5 Years
  • Supervisor experience including scheduling, evaluations, training, and coaching employees: 1 Year
  • Understanding of financial loan parameters and how to ensure vehicle and UCC lien processing within Federal and State requirements: 1 Year

  • Effective problem-solving and conflict resolution skills
  • Demonstrated ability to recognize development levels and ability levels of staff and coach, mentor and inspire others to achieve their full potential.
  • In depth knowledge of lien perfection, UCC filing, and lien release maintenance requirements related to various title scenarios.
  • Loan servicing knowledge related to CPI, LOGs, and MLA requirements; ability to learn internal processes and procedures for maintaining compliance.
  • Intermediate knowledge with Microsoft Office (Word, Excel, PowerPoint, SharePoint and Outlook).
  • Ability to learn proprietary computer software (Keystone, OnBase, arc OS, Teams, and Genesys phone system).

  • Advanced written and verbal communication skills are required to clearly communicate procedures and train staff on implementation practices, effectively interact with TTCU management, staff, and members, as well as interface with various internal and external contacts.
  • Experience in handling difficult situations and skill in resolving conflicts.
  • Dependable, timely, and consistent.
  • Effective coaching and counseling skills to work with all levels and departments of the organization in an effective manner.

Working Conditions

Work Environment



  • Routinely perform work indoors in climate controlled shared workspace with moderate noise.
  • Perform the job independently and work effectively either on own or as part of a team.
  • Plan own work activity as well as the work activity of others.
  • Capable of regular, reliable, and timely attendance


Physical Demands



  • Routinely perform primarily sedentary work with limited physical exertion, and lifting up to 10lbs
  • Must be able to operate office equipment including computers, cell phone, telephone, copier, and calculators
  • Routinely perform work on a computer for an average of 6-8 hours per day
  • Capable of climbing/descending stairs in emergency situations
  • Capable of working extended hours whenever required or requested by management on occasion



Travel



  • Occasional travel by automobile for meetings, conferences, and industry related events
  • Occasional travel by commercial airlines, rental vehicles, and public transportation for conferences, seminars, and industry related events
