This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position. Qualifications Education and Experience: Graduation from an accredited college or university with a master's degree and experience equivalent to four years in a combination of professional vocational rehabilitation and/or social services work. Substitution of Education for Experience: Additional post-graduate course work credit received from an accredited college or university in any social and/or behavioral science may substitute for the required experience on a month-for- month basis, to a maximum of two years (e.g., post-graduate quarter hours in one or a combination of the above listed fields may substitute for one year of the required experience). Substitution of Experience for Education: Additional qualifying experience in the vocational rehabilitation field as a supervisor may be substituted for the required education on a year-for-year basis, to a maximum of two years. Necessary Special Qualifications: Applicants for this class must:
- Complete a criminal history disclosure form in a manner approved by the appointing authority;
- Agree to release all records involving their criminal history to the appointing authority;
- Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
- Submit to a review of their status on the Department of Health's vulnerable persons registry;
- Possess a valid driver's license if driving is an essential function of the position.
Overview This classification performs professional field supervisory work of average difficulty. An employee in this class supervises a small staff providing professional vocational rehabilitation counseling services. An employee in this class will monitor and address performance in the achievement of program goals. This classification performs responsibilities at the lead level under general supervision. This class differs from the VR Regional Manager in that an incumbent of the latter is responsible for professional human services program supervisory work of considerable difficulty. This class differs from the VR Support Coordinators in that the incumbent coordinates professional vocational rehabilitation activities for individuals with disabilities. This class differs from VR Counselor in that the Counselor provides professional vocational rehabilitation counseling services and guidance to the VR Support Coordinator. Responsibilities
- Supervises VR field staff direct reports and conducts related performance management. Promotes Vocational Rehabilitation (VR) field staff cohesiveness through continuous education and team building activities and provides professional development training to attract and retain highly qualified professionals.
- Reviews current policy and procedure to offer suggestions to leadership regarding training needs as well as provides suggestions for amendments and/or new policy and procedures not already established. Reviews and approves electronic case file documents and services for customers as completed by VR staff when necessary.
- Conducts case review analysis to ensure quality assurance for VR customers. Provides coaching, guidance to field staff, and identifies trends and barriers to ensure delivery of person-centered, high-quality services. Reports and provides feedback to regional managers on caseload equity, program goals, objectives, accomplishments, and problem areas.
- Ensures community engagement to include diverse populations of individuals with disabilities by conducting program evaluation by reviewing caseloads to ensure adequate engagement of VR customers.
- Reviews scheduled reports to make data driven decisions to improve the quality of service delivery and ensure efficient case management. Develops activities to ensure teams are embracing person-centered thinking and planning continuously and consistently.
- Works with internal and external partners to provide suggestions and recommendations, identify barriers, and develop solutions for complex issues impacting employment. Collaborates with partners such as other programs within DHS to ensure clear communication and seamless delivery of services.
- Assists regional supervisors with strategic outreach plans to increase local community engagement and share the DHS mission, vision, and values across all stakeholders. Promotes VR through reviewing, collecting, and sharing customer success stories which demonstrate a positive customer journey.
- Reviews expenditure trends to ensure purchases and services are fiscally responsible in accordance with policies and procedures.
