Join the Chicago Department of Transportation team as a Coordinating Engineer I.

The Chicago Department of Transportation (CDOT) implements a large Capital Plan, which has been increased over the past several years to add over $1.6B of transformative new transportation and urban design projects. CDOT is hiring one (1) Coordinating Engineer I position in the Contract Construction Section. The Contract Construction Section is responsible for administering all CDOT construction projects performed by private contractors. This can include major bridge reconstruction, transit stations, roadway reconstruction, street resurfacing, viaduct vertical clearance improvements, traffic signal modernization, street lighting improvements, bicycle facility construction, and sidewalk improvements. The position will be responsible for administering the construction contract and the associated Consultant Construction Engineering contracts. The position will require coordinating construction activities with work performed by third parties, community events, and permitting.

ESSENTIAL DUTIES

• Oversee consultants responsible for the construction of local, state, and federally funded transportation infrastructure and urban design projects.
• Direct supervision of other engineering staff in the Contract Construction section.
• Directs the conduct of field surveys to identify conditions that may impact the scope of proposed construction, repair and maintenance projects.
• Reviews concept plans, construction documents, specifications, cost estimates and engineering calculations for projects prepared by staff and consultants to ensure compliance with standard policies, procedures, codes, guidelines; established design criteria; and constructability.
• Meets with engineers and consultants to determine scope, costs, and specifications for projects such as roadway, utilities, structures and related systems and assist staff in resolving complex engineering design and construction problems.
• Visits construction sites to monitor the status of projects.
• Research new materials, techniques, and software for use in engineering projects.
• Coordinates with City departments, sister agencies, state and federal agencies, community groups, and the public on projects.
• Coordinates projects with the Illinois Department of Transportation (IDOT), Federal Highway Administration (FHWA) and other regulatory agencies.
• Prepares for and attends community meetings.
• Develops project scopes, budgets, and schedules.
• Reviews and evaluates consultant proposals and makes recommendations for the awarding of contracts.
• Coordinates with public utilities to facilitate scheduled projects and conflict resolution.
• Coordinates permit applications and restoration agreements.
• Performs project management of complex transportation infrastructure projects.
• Directs the preparation of project status and cost reports to management and funding agencies including FHWA and IDOT.
• Reviews and approves plan changes and contract modifications submitted by engineering staff.
• Assigns various projects to staff and reviews and evaluates their performance.
• May be key CDOT staff for topics such as Special Waste Coordinator, Construction Specification Coordinator.
• May provide technical information on engineering projects at hearings and legal proceedings.
• Directs the conduct of field surveys to identify conditions that may impact the scope of proposed construction, repair and maintenance projects.
• Reviews payment vouchers submitted by engineering and construction firms ensuring payment requests reflect completed work according to contract specifications.
• May assist in training and providing guidance to lower-level staff.
• Monitors and trains consultant construction engineering staff.
• Performs related duties as required.

MINIMUM QUALFICATIONS

* Graduation from an accredited college or university with a Bachelor's degree in Engineering, plus five (5) years of work experience in the planning, design and construction management of engineering projects or related work, of which three (3) years are in a supervisory role related to the responsibilities of this position or an equivalent combination of training and experience, provided that the minimum degree requirement is met.

* Registration as a Professional Engineer (P.E.) is required. At the time of employment, positions must have obtained Registrations as a Professional Engineer (P.E.) in the State of Illinois.

* A valid State of Illinois Driver's License is required.

SELECTION REQUIREMENTS: This position requires an applicant to successfully complete an interview which will include a writing exercise. The interviewed candidate possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

* Previous project management experience in urban transportation design and/or construction projects such as major bridge rehabilitation or reconstruction, roadway corridor reconstruction, arterial street resurfacing, viaduct vertical clearance improvement, traffic signal modernization, and/or major intersection reconfiguration.

* Previous experience with project concepts, scopes, estimates, plans, and specifications.

* Previous experience working with transportation agencies, i.e., CDOT, IDOT and FHWA with knowledge of their standards and guidelines.

* Previous work experience with construction documentation requirements.

* Demonstrated ability to deliver projects in a complex and high-stress environment

* Proficiency in Microsoft Office, including Excel, Power Point and Outlook
