JOB PURPOSE:

The Grant and Contract Accountant has oversight, and accountability for the fiscal operations of a Disaster Case Management (DCM) grant serving survivors of FEMA-designated disasters. This position ensures compliance with FEMA financial guidelines, government funding requirements, and 2 CFR 200 (OMB Uniform Guidance), while providing accurate reporting of the efficient use of program financial resources. The Finance Analyst reconciles financial data, prepares billing, and ensures all fiscal activities meet federal audit and compliance standards.

This position will be Hybrid, working from our physical offices in San Antonio as well as from your home.

On our grant this position will align to the position titled "Finance Manager"


Qualifications

ESSENTIAL JOB RESPONSIBILITIES:




Financial Oversight & Reporting



  • Monitor and evaluate all grant expenditures.
  • Conduct ongoing cost analysis and provide recommendations to Program Leadership and for resource optimization.
  • Prepare regular financial outcome reports and ad-hoc analyses.
  • KPI:

    • Submit 100% of monthly financial reports by deadlines.
    • Maintain 98%+ accuracy rate in reconciliations.
    • Ensure zero unallowable costs billed to FEMA grants.




Budget Communication & Modeling



  • Communicate weekly with Program Managers regarding spending status, and projections.
  • Develop financial models to provide decision-makers with FEMA-compliant cost metrics and program trends.
  • KPI:

    • Conduct weekly financial updates with program leadership.
    • Provide 2+ financial models/forecasts per quarter.




Compliance & Fiscal Monitoring



  • Serve as primary contact for HHSC fiscal monitors and FEMA financial auditors for this grant billing.
  • Ensure compliance with FEMA Public Assistance, Individual Assistance, and other federal program guidelines for this grant.
  • KPI:

    • Maintain 100% compliance with FEMA, HHSC, and 2 CFR 200 financial standards.
    • Achieve zero questioned costs in FEMA or federal audits.




Supervisor Collaboration



  • Meet with supervisors monthly to review spending plans and budget accountability.
  • Provide training and coaching to supervisors and program staff on FEMA financial compliance.
  • KPI:

    • Conduct monthly financial reviews with each supervisor.
    • Deliver 2+ financial compliance trainings annually for non-financial program staff.




Billing & Reimbursement



  • Prepare and submit monthly billings to funder and ensure FEMA-aligned documentation supports reimbursement.
  • Reconcile billed amounts to expenditures, ensuring proper documentation.
  • KPI:

    • Submit 100% of the billing on time.
    • Maintain zero late or rejected submissions.
    • Ensure 100% of claimed costs are allowable, allocable, and properly documented.

    • Maintain 100% alignment of fiscal operations with FEMA, federal, and organizational accountability standards.




Other Duties



  • Perform other responsibilities as assigned in support of program success and organizational needs.


ESSENTIAL QUALIFICATIONS:

EDUCATION: Bachelor's Degree in Accounting, Finance, or related field required.

EXPERIENCE:



  • 3+ years financial analysis/billings experience.


  • Direct experience with FEMA financial guidelines, federal cost principles (2 CFR 200), and government funding compliance strongly preferred.


  • Experience in grant-funded programs strongly preferred.


ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.

LICENSES: Driver's License with clear record.

OTHER: Must pass criminal background checks; must be available to work nights, weekends, and holidays as required.
