Criminal Justice Network (CJN) builds and supports information systems that help law-enforcement and justice partners share data, improve public-safety outcomes, and serve their communities. Job Summary
The Business Analyst plays a key role in supporting the strategic technology goals of the organization by analyzing, designing, and implementing efficient business systems that align with operations and public service delivery. This position is responsible for gathering and documenting requirements, evaluating system solutions, and ensuring technical alignment with business needs.
In addition to core systems analysis duties, this position also has a role in user support and training, providing technical assistance to end users, creating user documentation, and delivering hands-on training to ensure successful adoption of systems.
The Business Analyst collaborates with CJN team members, developers, contractors/vendors, agencies, and end users to help gather and document business and functional requirements, assist with system testing, and contribute to the implementation of technical solutions. Work is mostly varied involving diverse tasks and the regular use of discretion and judgment where the end product is based on unique analysis and creative solutions.

Minimum Qualifications
-
- Bachelor's Degree in business administration, computer science or information systems;
AND
- 3 years of experience in IT Business Systems Analysis;
OR
- 3 years of experience in requirements gathering, system specification writing, and project/task execution;
OR
- 3 years facilitating and coordinating user groups
Preferred Qualifications
- Agile software lifecycle or Scrum project process experience
- Technical understanding of relational data base structures
- Create and manage user stories
- Experience with criminal justice business processes is a plus
- Strong written and verbal communications skills

Duties & Responsibilities

- Meet with stakeholders and end users to define, confirm, and create business, operational, and system goals and requirements based on unique and varying organizational operations and goals.
- Facilitate or support system design and prototyping sessions through the creation and generation of ideas to meet the diverse goals of stakeholders.
- Create and assist with scope, objectives, and parameters of projects and initiatives.
- Collaborate in planning, development, and implementation of new applications or enhancements to existing systems on behalf of a multitude of operational and business user needs.
- Provide input into project plans, including scope, scheduling, and task tracking.
- Assist with development of system design specifications based on business needs.
- Create workflow diagrams and use cases based on a wide range of agency processes, and assist with the creation of test plans to guide development.
- Assist with system testing, including end-user validation and feedback.
- Provide ongoing user support, including troubleshooting technical issues, escalating when necessary, and documenting resolutions.
- Develop and deliver end-user training on new and existing systems, including hands-on sessions, group workshops, and creation of user manuals and guides.
- Perform other related duties as assigned.

Work Environment
- The work requires sitting for extended periods of time, although some physical effort may be required.
- Work is typically performed in an adequately lighted and climate-controlled office. Work is performed in an office setting, with exposure to moderate noise and a regular flow of people. Headaches, eyestrain, and other related occupational hazards reflect the most common potential for injury. Work is light duty and sedentary with ability to lift, carry or push up to 25 pounds.
- Equipment used for this position may include, but is not limited to, personal computer, printer, copier, word processing software, data modeling software, and presentation software.
- This position is frequently exposed to mental effort and stress, is assigned to changing priorities, and performs work requiring great attention to detail under deadlines.
- The ability to operate and interact with computers or other office equipment via keyboard, mouse, or touch screen is required.
- A valid Class D driver's license and the use of a personal vehicle may be required, or ability to secure transportation to client sites and conferences. Mileage expense reimbursement will be based on CJN's personal vehicle use policy.?
- Some positions may be available as hybrid, with management approval.

The Criminal Justice Network hiring team will review materials received from candidates and determine who will be interviewed and offered a position. The final candidate must be able to successfully pass a thorough law enforcement background and to pass and maintain
CJIS Certification.
