The Environmental Conservation Branch (ECON) at Marine Corps Base Camp Lejeune is seeking a multifaceted professional with specialized experience in Explosive Ordnance Disposal (EOD), Unexploded Ordnance (UXO) mitigation, and Construction Quality Assurance (QA). This position provides essential support for both wildlife conservation efforts and construction projects conducted in high-risk areas such as the G-10 impact zone. The ideal candidate will ensure safe access to ordnance-restricted areas, while also performing quality assurance oversight on construction projects to ensure delivery that is timely, within scope, and compliant with contract specifications. Explosive Ordnance Disposal (EOD) & Quality Assurance Specialist - Environmental & Construction Support Responsibilities Include:
- Provide EOD escort services for personnel accessing Camp Lejeune's G-10 and other impact areas to ensure explosive safety.
- Support environmental and wildlife protection efforts, including studies of:
- Eastern Diamondback Rattlesnakes (EDB): Tracking telemetry-tagged individuals, conducting habitat surveys, and maintaining camera trap networks.
- Red-Cockaded Woodpeckers (RCW): Assisting with cavity tree assessments, nest monitoring, fledgling checks, and maintaining buffer zones.
- Deliver subject matter expertise in explosive safety for range-wide and island-wide projects involving UXO (Unexploded Ordnance) assessment, planning, and mitigation.
- Develop and implement UXO mitigation protocols to improve operational efficiency and safety.
- Establish and manage Material Documented As Safe (MDAS) programs to eliminate unnecessary contracted UXO support and reduce operational costs.
- Construction Quality Assurance (QA) & Contract Oversight
- Serve as a Quality Assurance Representative (QAR) for assigned military construction projects in accordance with Construction Quality Management (CQM) standards.
- Ensure contractor compliance with all project plans, specifications, safety standards, and environmental requirements.
- Conduct and document Three-Phase inspections (Preparatory, Initial, Follow-up) as part of the Project-Specific Quality Assurance Plan (PSQAP).
- Participate in progress and preparatory meetings, ensuring alignment between contractors and government requirements.
- Perform BCOES reviews (Biddability, Constructability, Operability, Environmental, and Sustainability) and plain-in-hand reviews during pre-construction planning.
- Utilize the Resident Management System (RMS) to record daily QA activities, monitor progress, and track deficiencies.
- Coordinate with contractors, engineers, and stakeholders to ensure safe, timely, and cost-effective project execution.
- Review contractor submittals, pay estimates, and progress reports for accuracy and contractual compliance before recommending approval.
- Performs other job-related duties as assigned
Explosive Ordnance Disposal (EOD) & Quality Assurance Specialist - Environmental & Construction Support Experience, Education, Skills, Abilities requested:
- High School Diploma or GED required.
- Associate or Bachelor's degree in Engineering, Construction Management, Environmental Science, Safety, or related field preferred.
- 5-10 years of experience in EOD operations, UXO safety, or explosive ordnance escort support within DoD or military environments.
- 3-5 years of experience in construction quality assurance, inspection, or project oversight on federal or military construction projects.
- Demonstrated experience conducting UXO risk assessments, mitigation, and site clearance planning.
- Familiarity with DoD, USACE, and DDESB (Department of Defense Explosives Safety Board) explosive safety regulations.
- Proficient in using Resident Management System (RMS) and applying CQM principles to construction oversight.
- Experience in interdisciplinary coordination across engineering, safety, and environmental teams.
- Explosive Ordnance Disposal (EOD) Certification - Valid and recognized by the Department of Defense (mandatory).
- Construction Quality Management (CQM) for Contractors Certification - Preferred or required depending on project.
- OSHA 30-Hour Construction Safety Certification - Preferred.
- Additional certifications such as UXO Technician Level II/III, HAZWOPER (29 CFR 1910.120), or Environmental Compliance Training are desirable.
- Explosive Safety & UXO
- Expert knowledge of EOD/UXO operations, explosive hazard recognition, and safe clearance practices.
- Ability to conduct UXO hazard assessments and implement DDESB-approved safety plans.
- Skilled in developing UXO mitigation strategies that minimize risk and operational delays.
- Strong understanding of construction contracts, technical specifications, and federal QA/QC standards.
- Proficient in BCOES reviews, RMS documentation, and progress tracking.
- Knowledgeable in CQM principles, submittal review, and pay estimate verification.
- Excellent interpersonal skills for working with DoD stakeholders, contractors, and host nation representatives.
- Proven ability to foster collaboration, teamwork, and effective communication between cross-functional teams.
- Strong organizational and analytical skills to manage multiple concurrent projects safely and efficiently.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook) and digital document management tools.
- Strong typing and documentation accuracy (75+ WPM).
- Skilled in reading and interpreting construction drawings, specifications, and environmental plans.
