Overview

The HVAC Maintenance Manager oversees all building heating and cooling needs as well as maintaining the Building Management System and HVAC Preventative Maintenance Program. This position also plays a pivotal role in the university's energy management processes and reporting.

General Purpose: The HVAC & Maintenance Manager will supervise the HVAC team in its daily activities associated with preventative, reactive and long term planning and execution of deferred maintenance activities, while leading awareness programs and monitoring energy consumption.



Responsibilities

* Supervise and lead the HVAC personnel and any Engineering technician(s) in their daily activities and assignments associated with preventative, reactive and deferred maintenance needs.
* Analyze pertinent data to create and distribute periodic reports on Clarkson energy consumption, manage cost of utilities, and develop appropriate strategic plans to support energy measurement and conservation.
* Develop means and methods to track trends and work with senior staff to identify improvement opportunities.
* Work with the Maintenance team to identify and implement necessary equipment for an effective energy measurement system.
* Work with the financial team to maintain accurate utility usage sheets.
* Create an energy plan and a needs assessment to support continued energy use reductions.
* Conduct monthly reviews with both internal and external leadership for guidance on where projected utility budgets should fall.
* Participate & provide input to capital and operational budget development.
* This is a highly customer service-oriented position in which employees should strive to exceed customer expectations.
* Reports to the Director of Facilities and Construction in the development, implementation and control of the Physical Plant.
* Provides recommendations for areas of improvement.
* Follows and enforces established priorities and plans to supervise trades personnel as assigned, including regular University employees, student workers and contract employees.
* Constantly monitors and evaluates quality and effectiveness of services provided by the workforce and makes corrections and adjustments as necessary to provide effective and cost efficient customer service.
* Monitor, schedule, and control flow of work using a computerized maintenance management system and prepare reports based on collected data.
* Track trends and develop average time of completion for recurring types of work orders.
* Ensures that work orders are completed in accordance with the established priority system and by date received.
* Responsible for assisting in the development of a preventative maintenance program and Deferred Maintenance program for assigned areas within the Physical Plant and directs implementation of program and documents program effectiveness.
* Provides a review of architect engineering plans and specification and coordinates review by their assigned Facilities and Services trades to ensure new buildings and systems are maintainable.
* Serve as a liaison with contractors, utility personnel and other off-campus personnel to discuss projects and/or resolve problems.
* Identifies replacement needs for major building components and equipment based on annual condition assessment and equipment life expediencies.
* The HVAC Maintenance Manager will be on call after normal hours on a rotating basis with other Facilities and Services managers, to review and authorize overtime or the calling of on-call personnel to complete service calls received after normal working hours of Facilities and Services.
* Assist with the Room Inspection process as needed
* Monitor work performance to ensure compliance with established departmental standards and local, state, and safety codes
* Inspect projects during and following installation and verify compliance with specifications prior to University acceptance.
* Assist in the establishment of standards to provide guidelines for future planning, design, construction, and maintenance.
* Coordinate all instrumentation and testing of temperature, humidity, and standards for campus buildings.
* Purchase parts, tools, and supplies and maintain inventory of materials.
* Evaluate and recommend changes in shop facilities tools, transportation and equipment; implement approved changes.
* Assist in the preparation and reconciliation of bi-weekly payroll and payroll authorizations
* Provide technical guidance and direction to staff, including estimating time and materials.
* Communicate in a clear and concise manner
* Operate and work in a safe manner at all times and ensure the highest level of housekeeping.
* Operate a University vehicle in accordance with University policy, complete vehicle safety checklist before using a vehicle, report all vehicle concerns to the appropriate supervisor, and provide care and maintenance of the vehicle.
* Assist with a variety of personnel actions to include, but not limited to hiring, merit recommendations, training, performance appraisals, promotions transfers, vacation schedules, dismissals, and 24/7 coverage schedule.

* Coaches, counsels, and disciplines employees as needed. Develops, coordinates, and enforces systems, policies, procedures, and productivity standards.
* Conducts performance evaluations and provides professional development opportunities.
* Assure compliance with established safety regulations and precautions by all Facilities Services staff; provide for effective orientation and continuing training to minimize accidents and injuries, and actively participates in a Light Duty program initiative.

* Proficient in Microsoft Office Suite.
* Ability to work efficiently in University Software Systems.
* Assist in fielding Department phone calls as necessary.
* Perform other related duties incidental to the work described herein.



Qualifications

Education:

Minimal Qualifications:
* Bachelor's degree in a technical field, or 5 years of related experience
* Knowledge of Siemens BMS and Room Scheduler functions
* Proficient in Excel & Microsoft Office, asset management software and other relevant ERP applications.
Preferred Qualifications:
* An Energy Management Professional (EMP) certification from an accredited EMP organization.
* Knowledge of Siemens Navigator Energy Management tool
* Advanced knowledge/training of Maintenance Connection computer software or equivalent facilities management software system.

Experience:
Minimal Experience:
* Minimum of 5 years of personnel, asset or material management experience preferably in an academic university environment
* Proven ability to drive process improvement, including the effective use of technology and automation.
* 3 years of HVAC supervisory experience



Essential Skills

* Strong written, verbal and interpersonal skills; must be able to communicate ideas and issues effectively and concisely to all levels of management.
* Strong knowledge in the area of construction and maintenance equipment, as well as operational procedures and processes.
* Must possess a valid New York State Driver's license and have a driving record acceptable to the University and to the University's insurance carrier.
* Must be able to function under stressful conditions.
* Must have enthusiasm for the job, a customer service approach and be willing to work within a team environment.
* Proficient math and computer skills.
* Problem solving and analytical skills.
* Basic knowledge of various facilities related trades (HVACR/plumbing/electrical/boiler/carpentry/locksmith).
* Demonstrate ability to manage staff and to establish and maintain effective working relationships with diverse constituencies and accomplish written and oral directions as necessary.
* Must be able to plan, coordinate, and assign work schedules.
* Excellent written and oral communication skills.
* Perform other related duties incidental to the work described may be required, and as directed by the Director of Facilities & Construction as any one position may not necessarily include all the duties listed nor do the examples necessarily include all the duties performed.
