Job Title: Senior Communications Specialist
Location: Chantilly, VA
Job Summary:
The Senior Communications Specialist will play a pivotal role in supporting organizational change management (OCM), training, and workforce planning initiatives aligned with the customer's AI strategy.
Key Responsibilities:


  • Organizational Change Management (OCM):

    • Collaborate with OCAIO to understand and promote AI governance policies and best practices.
    • Develop and implement an OCM strategy based on readiness assessments and aligned with the Board's AI Strategy.
    • Create and maintain an OCM roadmap, ensuring alignment with Board culture and governance.
    • Analyze feedback and data to refine OCM plans and improve adoption and engagement.
    • Lead stakeholder communications, ensuring clarity on project status, deliverables, and timelines.
    • Apply industry best practices in OCM methodology and provide project management support across change initiatives.


  • Strategic Communications:

    • Develop and execute a communications plan that supports the OCM strategy.
    • Manage communication channels, timing, messaging, and modalities.
    • Prepare and deliver targeted communications to stakeholders, including senior leaders and staff.
    • Ensure consistent messaging across all AI-related initiatives.


  • Training and Workforce Development:

    • Conduct learning needs assessments and develop training strategies.
    • Prepare and deliver AI-related courses (general, technical, policy/governance).
    • Administer post-course evaluations and report on participant satisfaction.
    • Support the development of talent profiles, competency models, and gap analyses.
    • Contribute to the creation of AI Workforce Development and Talent Acquisition strategies.


  • Community of Practice Engagement:

    • Manage the Board's AI Community of Practice (AI CoP) and external speaker series.
    • Deliver ongoing AI-related content through blogs, news summaries, and presentations.
    • Facilitate monthly AI CoP meetings and ensure active engagement.






Required Qualifications:


  • Bachelor's degree in Communications, Organizational Development, Public Relations, or related field; Master's preferred.
  • Minimum of 7 years of experience in strategic communications, change management, or related roles.
  • Proven experience in developing and executing OCM and communications strategies.
  • Strong understanding of AI concepts and governance is highly desirable.
  • Excellent written and verbal communication skills.
  • Experience with stakeholder engagement, training development, and project management.
  • Ability to synthesize complex information and present it clearly to diverse audiences.




Preferred Skills:


  • Familiarity with federal agency operations and governance.
  • Experience managing communities of practice or similar collaborative forums.
  • Proficiency in digital communication tools and platforms.
  • Certification in Change Management (e.g., Prosci) or Project Management (e.g., PMP) is a plus.
