Job Description

We are seeking an experienced Federal Financial Systems Subject Matter Expert (SME) with deep functional expertise in CGI Momentum and Oracle E-Business Suite (EBS) R12. The ideal candidate will bring hands-on experience supporting Federal financial operations, performing pre-implementation analysis, and documenting As-Is and To-Be processes in alignment with Federal financial management standards.

This role requires both strategic and operational expertise to support financial modernization initiatives, system integrations, and process improvements across Federal financial environments.

Key Responsibilities:

  • Conduct comprehensive pre-implementation analysis to assess financial systems, interfaces, and processes in preparation for modernization or migration projects.
  • Document and analyze "As-Is" end-to-end business processes across Federal financial operations to identify dependencies, challenges, and opportunities for improvement.
  • Develop "To-Be" process recommendations and target-state designs to enhance performance, compliance, and audit readiness.
  • Serve as a functional SME for both CGI Momentum and Oracle E-Business Suite (EBS) R12, supporting design, testing, and implementation of financial solutions.
  • Perform fit gap analysis between the systems and document the results.
  • Provide subject matter expertise in Federal financial modules, including:
    • Accounts Payable (AP)
    • Accounts Receivable (AR)
    • Purchase Orders (PO)
    • General Ledger (GL)
  • Evaluate and analyze financial interfaces such as Prompt Pay, IPP (Invoice Processing Platform), G-Invoicing, and Treasury disbursement systems, ensuring proper configuration and data reconciliation.
  • Validate alignment and compliance with Federal accounting and reporting standards, including:
  • USSGL (U.S. Standard General Ledger)
  • GTAS (Governmentwide Treasury Account Symbol Adjusted Trial Balance System)
  • SF-133 (Report on Budget Execution and Budgetary Resources)
  • DATA Act
  • Treasury BETC/TAS structures
  • Has experience with Month-End and Year-End closing processes, ensuring financial accuracy, timeliness, and compliance.
  • Perform financial reconciliations across sub-ledgers and general ledgers, identifying and resolving discrepancies.
  • Collaborate with stakeholders to design, test, and validate financial system enhancements and data integrations between Momentum and EBS R12.
  • Support audit readiness, data integrity, and documentation efforts across the program lifecycle.
  • Provide training, mentorship, and guidance to financial and technical teams on Federal financial management best practices and system functionality.
Qualifications
  • 8+ years of Federal financial management experience.
  • 5+ years of hands-on experience with CGI Momentum and/or Oracle E-Business Suite (EBS) R12 in Federal environments.
  • Demonstrated ability to perform pre-implementation analysis and As-Is/To-Be process documentation.
  • Strong knowledge of Federal financial modules (AP, AR, PO, GL) and Federal reporting requirements.
  • Experience with Federal compliance frameworks (USSGL, GTAS, SF-133, DATA Act).
  • Familiarity with Treasury Systems (IPP, G-Invoicing, BETC/TAS).
  • Proven experience supporting Month-End and Year-End close and conducting financial reconciliations.
  • Excellent analytical, communication, and documentation skills.
  • Bachelor's degree.
Additional Information

Salary Information:

Salary is commensurate with experience, ranging from $140,000 to $150,000.
