Summary: The Vice President of Value Performance Management is accountable to the Chief Administrative Officer and CFO for UNC Health Alliance. This executive is responsible for shaping and executing on UNC Health Alliance's overall strategy for regional and statewide clinical integration, maximizing value contract performance management, fostering payor relationships, and evaluating advanced payment models. This key executive leader facilitates change management for the organization and its partners, and gathers, analyzes, interprets, and presents data to system and network groups and collaborating partners throughout UNCHC Ambulatory Services and UNC Health Alliance (UNCHA) independent practices. This leader supports UNCHA population health services and quality improvement efforts through clear and concise articulation of the business priorities and needs of the organization. The VP of Value Performance Management is a strategic thought leader, a strong operator and a key liaison between UNC Health Alliance and internal healthcare system leaders as well as external stakeholders and the broader marketplace. They provide thoughtful business direction in support of value-based contracting rooted in thorough analysis of financial and quality data. The VP is a leader in the strategic development and continued evolution of our organization and supports senior leadership in developing new payment model initiatives, improving the organization's value contract performance and facilitates UNCHA's success in APMs and care delivery models. The selected candidate will have previous experience reviewing, evaluating, and negotiating contract terms with payers, with preference giving for candidate who have developed and negotiated commercial APM contracts. Additionally, the selected candidate must have direct experience leading teams that have accountability for APM contract performance execution and strategy development. Experience designing network tiering strategies and managing multiple networks is highly preferred. Responsibilities: 1. Strategic - The VP Health Alliance Value Performance Management works closely with senior leadership to drive the regional business strategy of UNCHC and UNCHA, fosters effective working relationships with physicians, payers, employer groups and internal stakeholders all working in alignment to generate industry leading outcomes. This senior level strategist is part of a core team that evaluates and executes business development opportunities that drive growth and profitability under value-based care and alternative payment models. The VP Health Alliance Value Performance Management will develop and provide strategic direction, based upon research and analysis, for growth, partnership affiliations, direct to employer relationships, managed care contracts, joint ventures, and other market expansion opportunities. The VP will oversee and facilitate strategic planning, business development and external relations functions to support achievement of short and long-term goals. The VP Health Alliance Value Performance Management is a member of the UNC HA senior management team, responsible for every aspect of the business strategy unit, including budget, finance, planning, resources and operations. Receiving reports from directors to track financial and operational performance in line with unit and company strategies and, in turn, presents reports to the Health Alliance Executive Leaders (President, COO, CAO/CFO). This leader will develop and implement a program to advance high quality/low-cost health care delivery to support the mission and core values of UNCHC and UNCHA and its clinically integrated network of independent partners and health systems. 2. Operational- This executive is responsible for developing and overseeing the monthly, quarterly and annual management process, including but not limited to, the monthly operating business reviews and strategy process. They will oversee business analytics, financial modeling to support strategic payor relationships as well as developing, collecting, analyzing and interpreting financial and operational metrics to assist the Health Alliance Executive Leaders in effective performance management and decision making. The VP will meet these expectations through managing staff, vendors, payers, and contracts through account managers, established programs and ongoing projects via UNCHA's Performance Management and Strategy Team and, the Opportunity Development Team. Lead organization efforts to identify, evaluate, negotiate and establish partnerships as well as innovative relationships with external parties that bring complementary capabilities to UNCHC and enhance the access to high value services within UNCHA's clinically integrated network, while creating value for all parties (i.e. joint operating agreements, joint ventures, joint programs and affiliations). Develop and implement growth strategies and initiatives in partnership, including collaborative arrangements with affiliate hospitals and other healthcare systems, physician groups and organizations. Work in collaboration with UNCHC and UNCHA leadership, hospital partners, and key providers to identify opportunities to grow services and the network. 3.Leading People - Leads people toward meeting the organization's vision, mission, and goals. Qualifications
Education Requirements: * Requires a Master's degree in an appropriate discipline. Licensure/Certification Requirements: * No licensure required Professional Experience Requirements: * Requires a minimum of twelve (12) years of experience, with at least ten (10) years of people management experience. Extensive experience in strategic planning, business and network development, clinically integrated networks, and provider integration; vendor management, finance, and budgeting. Knowledge/Skills/and Abilities Requirements: * Solves complex problems that may have a long-term impact on the business. Develops innovative ideas and solutions with significance to the organization's future. Identifies problem areas and skill gaps proactively and addresses them appropriately. Excellent project management and change management skills for designing and implementing system initiatives in a complex environment. Must display outstanding interpersonal, negotiation, verbal and written communication skills. The ability to build consensus among key stakeholders, including providers, employees, and leaders within affiliated health systems is essential. Demonstrated ability to build and lead a high functioning team is required. Requires flexibility and responsiveness to adapt decision-making activities in frequently changing situations. Possess solid business acumen and analytical skills, including a deep understanding of alternative payment models. Have a high tolerance for complex, ambiguous, and constantly changing environment.
