Nature of Work: This is professional, administrative, and technical supervisory work in directing the operation, maintenance, and repair of municipal golf courses. The golf course operation is an established enterprise fund, and the incumbent in this position is responsible for the profit and loss within this fund. Work also involves the responsibility for planning, organizing, inspecting, and reviewing the work of a large group of personnel. The incumbent in this class is responsible for the proper and efficient scheduling and organization of work, including technical supervision over functions performed by subordinates. Considerable initiative and independent judgment are necessary in planning, coordinating and directing daily operations.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

Bachelor's degree in parks and recreation administration, public administration, business administration, landscape architecture, horticulture, turf management, or related field
AND
Four (4) years of progressively responsible experience in the operation, maintenance and repair of golf courses and related facilities including supervisory experience
OR
Eight (8) years of progressively responsible experience in the operation, maintenance, and repair of golf courses and golf facilities, four (4) years of which must have been in a supervisory capacity.
OR
Equivalent combination of education and experience.

Special Qualifications: Possession of, or the ability to obtain, a valid driver's license. Active membership in the PGA of America and/or Golf Course Superintendents Association of America preferred.

Pay Range: $94,806.40 with step increases to $138,590.40 Annually

Who Can Apply: Eligibility lists will be created for one Closed Competitive list and one Open Competitive list. Applicants for the Closed competitive lists must be a current or former City of Omaha employee in any of the following categories: Part-time, Seasonal, Classified, Unclassified, or Probationary, who has worked, at the time of application, at least 1,040 cumulative hours within the last 5 years and has been employed by the City at sometime within the last 18 months and who meets the qualifications as set forth in the posting. Applicants for the Open Competitive list shall be all other persons who meet the qualifications as set forth in the posting.

Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be sent to qualified candidates after their application is reviewed by a recruiter and accepted to test for the position. The form must be completed and returned to the Human Resources Department by January 26, 2025 (passing score 60%). Of the candidates who pass the training and experience form, the top-scoring candidates will be invited to participate in a structured interview (passing score 60%). Final eligibility list will be an overall score with the training and experience form weighted 50% and the structured interview weighted 50%.

Veteran Points: To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by January 26, 2026

Required Knowledge, Skills, and Abilities:

* Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
* Knowledge of methods, procedures, and techniques involved in the overall operation of golf courses.
* Knowledge of tools, methods, and techniques commonly employed in the repair and maintenance of golf courses and landscaping operations.
* Knowledge of agronomy, horticulture, and turf management.
* Knowledge of turf grass management including propagation, planting, cultivation, irrigation, care and disease control of grasses, plants and trees.
* Knowledge of the rules of golf and methods of play.
* Knowledge of the hazards and the proper safety precautions to be used around equipment and machinery.
* Knowledge of management techniques and procedures used in working with people and overall supervision of a professional and technically skilled workforce.
* Knowledge of the operational limitations of the machinery and equipment used.
* Knowledge of budget preparation and budget management.
* Knowledge of principles and practices of accounting and enterprise fund management.
* Knowledge of general business and sales operations and procedures including point of sale software, inventory controls and cash handling procedures.
* Possess intermediate to advanced proficiency level utilizing Microsoft Office applications and working knowledge of Oracle financial software. Ability to learn and use department-specific software (i.e. RecTrac, GolfTrac).
* Ability to learn and adapt to advances in computer, mobile, and electronic device technology and software.
* Ability to prepare, present, and maintain the annual budget.
* Ability to read, prepare, and understand complex financial reports and spreadsheets.
* Ability to prepare and implement short and long-term goals and objectives.
* Ability to plan, organize, and direct the work of professional and technically skilled personnel in the operation and maintenance of municipal golf courses.
* Ability to project revenues and prepare cost estimates (e.g., for supplies, personnel, equipment, maintenance, repairs, etc.)
* Ability to analyze data relating to the work of the division and its crews and to make adjustments as needed.
* Ability to effectively communicate with the public, City officials, and subordinates.
* Ability to communicate effectively both orally and in writing. Ability to make oral presentations.
* Ability to establish and maintain effective working relationships with fellow employees, and members of the general public.
* Ability to adhere to safety policies, procedures, and guidelines.
* Ability to stand, walk, or sit continuously; and to climb, reach, balance, bend, stoop, squat, kneel, crouch, crawl, push, pull, lift, or type occasionally.
* Ability to use up to twenty (20) pounds of force to move objects occasionally, to use up to ten (10) pounds of force to move objects frequently, and to use lesser amounts of force to move objects continuously.

* Directs the operations of all City golf courses, including clubhouse operations, building and course maintenance.
* Oversees the maintenance operations of courses, including maintenance of turf, greens, tees, fairways, roughs, and natural areas. Reviews pesticide, fertility, and irrigation programs; ensuring compliance with regulations.
* Oversees and manages clubhouse operations, including food and beverage sales, cash handling, equipment rental and all aspects of customer service.
* Manages accounting, inventory, banking, audit procedures, cash flow, and establishes controls to safeguard funds and assets. Oversees financial reporting, including profit/loss analysis, utilization, and budgetary targets by course.
* Plans, organizes, schedules, inspects, and reviews the operation and maintenance of municipal golf courses. Identifies clubhouse and course improvement needs, implement changes or make recommendations for future improvements. Performs regular inspections of clubhouses and courses and oversees the scheduling of necessary maintenance to ensure quality customer experience and conditions.
* Plans, budgets, and implement long-range capital improvements on all golf courses. Coordinates planning of capital improvement projects. Formulates and administers the golf program capital, operating and surcharge budgets and performs related financial reviews.
* Manages a large staff of supervisory, professional, maintenance, and seasonal staff. Oversees and participates in the hiring, termination, disciplining, training, scheduling, and performance evaluation of division personnel.
* Determines estimates of revenues, personnel expenses (regular and overtime), materials, and capital equipment; approves requisitions for materials and supplies; and prepares and presents the annual budget.
* Reviews reports concerning the operation of municipal golf courses such as staff conduct, safety issues, work records, hours worked, and workmanship. Investigates and responds to complaints and questions from the public, contractors, and City staff, and implements appropriate solutions.
* Develops and participates in the preparation of bids and specifications, selection, and negotiation for contracted services or the purchase of new equipment. Coordinates contracts with vendors including supplies for course maintenance and clubhouses and evaluates contractor services.
* Develops golf program policies and regulations, including implementing and enforcing a player code of conduct. Leads, directs and participates in short and long-term goals, work prioritization, staffing and equipment utilization.
* Oversees development and administration of marketing, branding strategies, public communications, website and social media platforms and overall image of the golf program. Engages in outreach activities to promote golf activities. Monitor trends in the golf industry and recommends improvements.
* Develops and oversees a systematic and effective communication strategy for the Golf program. Maintains effective communications with the public, league representatives, professional, maintenance, and clubhouse staff, regarding course operations, maintenance and playing conditions. Responds to questions, comments, concerns.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
