Job Title: Developer/Programmer Analyst 3.
Location: Austin, TX.

I. Description of Services:

  • Client requires the services of Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Client.
  • All work products resulting from the project shall be considered "works made for hire" and are the property of the Client and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.
  • Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems. Evaluates user requests for new or modified programs, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities.
  • Consults with users to identify current operating procedures and clarify program objectives. Formulates plan outlining steps required to develop programs, using methodologies such as structured analysis and design or object-oriented development.
  • The Business Automation Support (Client) unit within the Medicaid and CHIP Services (MCS) Department oversees client systems and related support activities. Client provides oversight of Long-Term Care (LTC) program systems, which supports LTC providers for services delivered to individuals; modifications and updates to TMHP vendor systems; and encounter data and Managed Care Organization (MCO) file support and coordination.
  • The Intellectual and Developmental Disabilities (IDD) Services section oversees the Preadmission Screening and Resident Review (PASRR) program. The IDD Services and PASRR area is responsible for the oversight and support of 41 contracted entities. Oversight includes developing policies, rules, and handbooks; creating training; quality assurance and fiscal monitoring; providing technical assistance; and managing contractors. The IDD PASRR area is requesting technology changes to the Long-Term Care Online Portal (LTCOP) for the Intellectual and Developmental Disability Habilitative Specialized Services (IHSS) Automation project.
  • The project will add new forms to the LTCOP; new services for authorization; and workflows for claims in the HHSC and TMHP systems. The development of the new PASRR forms will allow agency and contracted workers to deliver IHSS in compliance with federal and state rules and regulations. This enhancement will require changes to the existing web services and batch processing systems, which are supported by the Long-Term Care Client team.
  • The Worker will perform web services developer functions to plan, develop, test, and document computer programs, applying knowledge of programming techniques and computer systems. The Worker evaluates user requests for new or modified programs, analyzes and develops specifications to determine feasibility, cost and time required, compatibility with current system, and computer capabilities.
  • Consults with users to identify current operating procedures and clarify program objectives. Formulates plans outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development. The Worker will have eight or more years of experience; relies on experience and judgment to plan and accomplish goals; independently performs a variety of complicated tasks; and may lead and direct the work of others.
II. Candidate Skills and Qualifications:
Minimum Requirements:
  • 8 Years required: Analysis and development experience in complete software development life cycle, including designing, developing, testing, integrating and deploying applications.
  • 8 Years required: Experience in SQL programming and object-oriented (i.e., OOD) analysis and design. Experience with JAVA and J2EE technologies, and interactions with relational databases.
  • 8 Years required: Experience with Web Services, RAD, and WebSphere. Ability to create, read and understand Oracle-based stored procedures or a relational database application.
  • 8 Years required: Experience with system integration testing to apply knowledge of programming techniques and computer systems.
  • 8 Years required: Experience facilitating interpersonal interactions involving design, development, testing, peer reviews, and implementation activities including developers, business analysts, development and QA teams while ensuring that system requirements are documented.
  • 8 Years required: Experience developing systems test plans, test scenarios, test processes and schedules. Experience designing and coordinating defect reporting and validating defect fixes.
  • 8 Years required: Understanding of data structures, data migration/conversion/transformation and concepts of both relational and multi-dimensional database design.
  • 8 Years required: Evaluates user requests for new or modified program analyzing and developing specifications to determine feasibility, cost and time required, compatibility with current system, and computer capabilities.
  • 8 Years required: Consults with users to identify current operating procedures and clarify program objectives.
  • 8 Years required: Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development.
  • 2 Years preferred: Experience with HHSC systems.
