Chemonics seeks a billable Senior Operations Manager for the the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM will be the primary vehicle through which the US government will 1) procure and provide health commodities, 2) provide system support to improve partner countries' management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The senior operations manager is responsible for ensuring that sound management and human resources principles and tools are employed in the headquarters (HQ) operations of the Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project. The senior operations manager will address needs related to the establishment and maintenance of HQ operational processes, talent acquisition, staff engagement and recognition, event planning, and leadership support. In this capacity the senior operations manager will address the most complex needs related to the establishment and maintenance of GHSC-PSM HQ operational, project management, and human resources systems.

Responsibilities:
*Provides senior-level management, operational, and administrative expertise to GHSC-PSM HQ.
*Supports talent management, staff engagement, staffing and resourcing, performance management, and staff recognition and events.
*Identifies talent gaps and develops workforce planning strategies seeking to enhance and support the productivity, staff development and professional satisfaction of existing staff, in close collaboration with the Human Resources Business Partner, Leadership team, and HQ Operations Director.
*Coordinates formal performance assessment process for GHSC-PSM HQ; advises supervisors to clearly articulate performance goals and standards and provide regular feedback.
*Advises the operations director of, and at times leads, the development and implementation of business operations strategies, plans, and procedures, and ensures consistency in operations across GHSC-PSM HQ.
*Provides strategic input to the GHSC-PSM IDIQ Director and Leadership team, including drafting internal and client communications, planning internal and client meetings and events, and supporting initiatives to improve project implementation.
*Takes initiative to identify business opportunities, efficiencies, and cost savings for GHSC-PSM HQ.
*Proactively identifies risk, develops plans and strategies to address, and advises leadership on steps to lessen impact or mitigate those risks.
*Contributes to annual work planning and forecasting, with a focus on human resources, for GHSC-PSM HQ.
*Supports GHSC-PSM HQ subcontract and vendor management activities.
*Contributes to audit preparedness activities for GHSC-PSM HQ.
*Serves as acting director as needed.
*Performs other duties and responsibilities as required.

Requirements:
*Bachelor's degree or equivalent work experience; Master's degree preferred.
*Minimum 5 years of relevant professional experience; staff supervisory and mentorship experience required.
*Proficiency in key areas of operations, including talent sourcing and recruitment, personnel management, client relations and knowledge of government client, budget management, and procurement and contractual compliance.
*Demonstrated experience working on government-funded projects.
*Demonstrated experience following and creating standard practices and procedures.
*Strong written and interpersonal communications skills, and ability to work in matrixed organizational environment.
*Works independently and as part of a team.
*Demonstrated resourcefulness in problem solving and initiative to learn new skills.
*Strong knowledge of Microsoft Office applications and word processing abilities.
*Previous experience working in international development and/or living or conducting work in developing countries preferred.

The Salary Range for this position is expected to be: $80,100 - $100,100.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
