HCM Applications Developer
Job Summary This position is a techno-functional role that involves the design, development, deployment, and enhancement of application components, integrations, and reports. Additionally, it supports business and functional teams with configuration, troubleshooting, issue resolution, and process optimization across the enterprise primarily in HR/HCM areas.
- Involved in the development & extension of HCM applications and services including researching, designing, developing specifications for designing, writing, modifying, testing, debugging, troubleshooting and maintaining source code & configurations. Direct and/or related involvement in designing databases, user interfaces, regression testing and retrofit of application updates, upgrades and patches. Work includes analysis, design, delivery to post-production support processes, quality assurance, maintenance, and documentation. Possess understanding of HR/HCM related applications and data, including but not limited to Recruitment, Job Posting, Position Management, Hiring, Onboarding, Employee Profiles, Assignments, Performance and Talent Management, Compensation, Compliance, Employee Experience, Help Desk, Occupational Health etc.
- Build, deliver & maintain HCM integrations following UCSF's application development guidelines to interface with boundary/external systems, including but not limited to SSIS, SOAP/REST APIs, flat files, connectors and adapters. Work with cross-functional teams to deliver the integration in a secure manner, including data encryption at rest and in transit.
- Design, develop, document, and deploy reports and dashboards using HCM and other BI reporting tools.
- Analyze system bottlenecks, troubleshoot performance issues across HCM applications, integrations, databases, and infrastructure layers, and implement scalable solutions that improve throughput and overall application responsiveness.
- Provide day-to-day production support for HCM applications, proactively monitoring system health, diagnosing issues, and ensuring timely resolution to maintain business continuity. Investigate and troubleshoot incidents across HCM modules, integrations, and scheduled processes, coordinating with vendor, technical and functional teams to implement durable fixes and prevent recurrence.
The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $132,000 - $197,900 (Annual Rate). The Human Resources Information Systems (HRIS) team develops and manages applications that support Human Resources processes for all UCSF employees and affiliates. The HRIS supported suite of applications includes proprietary applications, vendor applications, and local instances of UC system wide applications. The HRIS team provides end-user support and manages application enhancements designed to best meet the needs of diverse stakeholders.
Required Qualifications
- Bachelor's degree in a related area and/or equivalent experience/training.
- 5-7 years of experience as a business systems applications developer to develop, support, and integrate enterprise-wide applications.
- Highly advanced skills associated with technical specification, design, test, modification, implementation, upgrade and deployment of large-scale scope.
- Demonstrated ability to securely integrate HCM applications with external systems using various integration techniques SOAP/REST APIs, SSIS, Flat Files, Connectors and Adapters.
- Demonstrated expertise with SQL and PL/SQL and developing advanced/complex SQL queries
- Ability to estimate the level of effort, effective triaging of issues, timely resolutions of all assignments while juggling priorities
- Hands-on experience with the design and development of reports and dashboards using any industry-specific BI tools like SSRS, OTBI, BI Publisher, etc.
- Demonstrated ability to understand functional needs and how systems can support those needs. Demonstrated ability to develop conversion and system implementation plans.
- Advanced experience with the identification and use of code libraries and open-source forums.
- Experience developing and executing complex test plans.
- Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.
- Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines.
- Demonstrated complex problem-solving skills and highly honed analytical skills
Preferred Qualifications
- Knowledge of using HCM Data Loader (HDL), Spreadsheet Loader, and other data load/migration techniques.
- Working knowledge of databases like Oracle, SQL, Object Relational Models, Operating Systems, and Cloud infrastructures.
- Demonstrated expertise with User Interface technologies like ASP.NET, ASP.NET MVC, HTML, C#, JavaScript, JQuery, CSS, and Bootstrap.
- Demonstrated ability to code using any programming language; Java, C#, VB, Apex etc.
- Experience in supporting/integrating with HR/HCM applications, Occupational Health, Time Keeping (MyTime), Payroll (UCPath)
- Excellent project leadership and management skills.
- Functional knowledge of HCM modules and Organizational/UCPath data, including Recruitment, Position Management, Hiring, Onboarding, Performance and Talent Management, Compensation, Compliance, Help Desk, and Occupational Health
- Experience developing and supporting SSIS packages
- Experience with maintaining source code repositories using tools like Git & GitHub.
