The Senior Environmental Health and Safety Specialists (Sr. EHSS) assist the Manager of Workplace Health and Safety and Environmental Compliance by providing oversight of key components of the East Bay Municipal Utility District's (EBMUD's) Environmental, Health and Safety (EH&S) Programs, such as multi-employer worksites, hearing conservation, asbestos, lead, electrical safety, respiratory protection, fall protection, excavation safety, heat illness, and confined space and the OSHA construction safety orders as well as environmental compliance issues including storm water regulations and protection, air quality and jurisdictional permit compliance, hazardous materials and waste, and general construction site maintenance. The Sr. EHSS will assist in the overall program planning and evaluation; performing construction site investigations, reporting unsafe or hazardous working conditions and recommending corrective action; and other duties as required.
Important aspects of the position include:
*Overseeing and advising the work of EBMUD staff managing construction projects, technicians, and consultants; providing technical assistance and training staff in areas of assigned expertise.
*Initiating, developing, and implementing OSHA written programs and environmental programs.
*Determining project scope, assembling, and leading interdisciplinary teams to improve or update EBMUD defined standards, documentation, and/or processes and procedures in new, complex, and/or specialized areas of EH&S.
*Conducting general and specific training for employees in the area of EH&S; developing new formats and content for use in educating EBMUD staff on compliance procedures for new or revised regulations; reviewing training provided by other Specialist staff and/or contract providers.
*Overseeing or personally providing contract administration for assigned specialty program areas, explaining and preparing scope of service agreements and contracts, reviewing project specifications and bid submittals, preparing Board documents, recommending budgets and schedules, tracking and recommending expenditures authorization, and providing technical guidance and direction to assigned consultant or contract staff.
*Developing and maintaining, filing and tracking systems for construction site inspections, required permits, and other records required for EH&S compliance.
*Responding to and investigating complaints and incidents; preparing detailed reports and recommending corrective action and preventative strategies; providing information and technical assistance to regulatory agencies and concerned public and private organizations in resolving issues.
*Conducting audits of EBMUD facilities, property, materials, and equipment for compliance with state and federal regulations; issuing reports of findings; developing new or revising existing internal procedures for meeting worksite compliance.
*Representing EBMUD to regulatory agencies and public and private organizations; presenting oral and written comments at public workshops.
*Remaining abreast of current and proposed applicable regulations, standards and policies; making recommendations on EBMUD's compliance with proposed laws and regulations.
The salary range is $12,842 per month, increasing to $13,484, $14,158, $14,866 and $15,609 after 6, 18, 30, and 42 months, respectively.

1.Completion of four years of college, resulting in graduation or its equivalent, with major work in environmental science, industrial hygiene, safety engineering, chemistry, biology, toxicology, engineering, or a closely related field and, EITHER
2a.Two years of experience equivalent to Environmental Health and Safety Specialist II, OR
2b.Four years of experience in one or a combination of the following: workplace health and safety including accident prevention, evaluation, investigation, and safety training, or environmental compliance investigation and reporting, or enforcement of regulations which involved the review of water, wastewater or air pollution control industrial processes. Experience may require demonstrated expertise or specialization relevant to the position vacancy.
3.Must possess the physical characteristics to perform the critical and important duties of the job.
4.Must be willing to work overtime and standby as needed.
5.Must be willing to work under adverse conditions while collecting samples or conducting field studies.
6.Must possess a valid California driver's license.
In addition to these requirements the strongest candidates should possess the following qualifications:
- Demonstrated field and construction experience and field-staff engagement skills
- Strong incident investigation and program improvement capability
- Deep working knowledge of Title 8, and applicable CCR sections
- Working knowledge of the CA General Construction Stormwater Program requirements, including permits and plans.
- Working knowledge of jurisdictional permits and associated compliance requirements that may be issued for select projects in and/or near waterways
- Be able to travel up to 50% and being out in the field throughout the EBMUD service territory.
- Be available for periodic on-call reporting during the day, night, and weekends as emergencies arise
- Possess a Construction Health and Safety Technician (CHST), Safety Trained Supervisor Construction (STSC), Certified Safety Professional (CSP), Associate Safety Professional (ASP), Industrial Hygienist (IH), Certified Hazardous Materials Manager (CHMM) or other similar credential.
