Job Summary

The Information Systems Manager 2 reports to the Executive Director. This position oversees through subordinate Managers/Supervisors in multiple smaller units and manages a highly specialized technical team. Has significant responsibility to achieve broadly stated goals through subordinate managers/supervisors. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for programs with organization-wide impact. This position is responsible for ensuring the achievement of objectives with implementation of new software solutions and integrations to achieve optimization and execution of UC Davis Health strategic objectives. Establishes objectives and work plans, and delegates assignments to subordinate managers. Responsible for managing, preparing, administering, and directing resources. Reviews and approves recommendations for functional programs. Involved in the developing, modifying, and executing policies that affect immediate operation(s) and has campus-wide, Medical Center, or Office of the President effects. This position partners with executive and senior leadership to establish strategic plans and objectives surrounding robust software solutions, reporting services, and integrations. This position also provides strategic direction on the communication, training, and change management aspects of implementing a new software solution and business processes. This role manages a dynamic and talented team that challenges each other to reach their full potential and commits to career development and coaching. This position sets the vision, values, and methods, anticipates, and manages obstacles, and measures of the team to foster innovation and continuous improvement.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in related area such as Computer Science, Healthcare Administration, Business Administration, Public Health or Information Technology and / or equivalent experience / training
  • Minimum five (5) years of leadership experience supporting information technology applications and service experience in a healthcare setting.
  • Minimum five (5) years of supporting Financial or Business applications and/or operational quality improvement initiatives, operations, and efficiency improvement project experience.
  • Experience Managing financial controls on vendor software maintenance and service agreements.
  • A creative and strategic thinker; proven ability to see the big picture; capacity to inspire and to contribute to creative thought.
  • Ability to develop and execute strategic initiatives through people, process and technology.
  • Establishes priorities, goals, objectives, and timelines.
  • Organized tactical leader capable of defining and implementing effective management structures and systems.
  • Excellent communicator comfortable and effective in opening channels of communication, listening to customers' needs, and cultivating a healthy, productive, and ongoing dialogue.
  • Strong leadership skills and public presence; able to represent the IT division professionally with customers and most management levels internally and externally.
  • Collaborative management and conflict-resolution style, demonstrates good judgement in handling situations not covered by written or verbal instructions.
  • Ability to use analytical, research, and other techniques.
  • Analyzes complex situations or problems and contributes to their resolution. Builds partnerships, seeks input from others and creates ad hoc teams as required to address challenging problems.
  • Proven record of selecting and developing high performance teams and managing in a matrix/ shared services support organization (delivery).
  • Ability to articulate a technology vision and drive its effective implementation across the enterprise.
  • Ability to consistently apply effective decision-making and sound problem-solving skills in difficult situations.

Preferred Qualifications

  • Project Management Professional (PMI Certification)
  • Seven (7) years or more of leadership experience supporting information technology applications and service experience in an academic medical center setting.
  • Minimum seven (7) years of supporting business applications/quality improvement initiatives, operations, and efficiency improvement project experience.

Financial & Administrative Applications is a department within the Information Technology Division at UC Davis Health that delivers software solutions and services to operational and clinical departments in support of staff, faculty, students, and patients. The department leverages partnerships within IT, Human Resources, Accounting, Supply Chain, Finance, Compliance, Contracts, Research, and other divisions to optimize operational effectiveness. The department supports and maintains 50 - 70 enterprise-wide applications used by operational and clinical departments.
