The Environmental Coordinator position functions as the field waste coordinator reporting to the Environmental Department. As the environmental field representative, this position holds a key role in maintaining environmental compliance and appropriate waste management within the refinery. Specific Environmental Coordinator responsibilities include:

Administrative / General

  • Perform daily inspections at Waste storage warehouse (TBA) Braun Pen, Bundle Cleaning Pad (BCP), and Bio cell.
  • Complete weekly inspections and paperwork on all 90-day storage areas and all satellite accumulation areas (SAA). Immediately seek to resolve any non-compliance issues.
  • Inspect landfill on a quarterly basis.
  • Complete monthly building inspection for the TBA waste storage building.
  • Train project groups on environmental awareness, container labeling and waste storage requirements. Inspect active job site(s) for compliance and provide direction, as necessary. Drive accountability on contractors and employees.
  • Identify non-compliance issues (unlabeled containers, universal wastes, housekeeping) and initiate corrective actions.
  • Interact with Operations personnel to identify environmental issues and help determine resolution.
  • Track hazardous material recycle activity, report backlog and material acceptance.
  • Manage Bio cell: receipt of soils, coordination of sampling, treating, and outhaul; ensure soil acceptable for bio-treatment; prevent dumping of materials unacceptable for bio-treatment.
  • Ensure collection of universal waste(s) throughout refinery (batteries, electronic) and schedule outhaul as needed.
  • Manage schedule of regular waste streams (C&D, oily debris, scrap metal asbestos, municipal trash and recyclables).
  • Manage spreadsheets used for waste inventories, outhauls and sampling results.
  • Interface with refinery employees and contractors to assist with upcoming and ongoing projects to coordinate appropriate equipment needs and initiate research for waste profiling and potential disposal facility analytical and/or sample requirements.
  • Assist with developing protocols and standard operating procedures for waste management related activities.
  • Attend weekly refinery meetings and project meetings, as needed.
  • Maintain compliance with South Jersey Chemical Manufacturers Safety Council training and refinery site-specific training.
  • Maintain compliance with all federal EPA/RCRA, OSHA, and DOT training requirements and associated certifications.
  • Utilize reference materials such as Refinery Policies, MSDS Database, CFR, NIOSH Pocket Guide and DOT Emergency Response Guidebook to ensure compliance and safe work practices.
  • Manage waste haulers to ensure operations are protective of human health and the environment.

Sampling

  • Collect samples in accordance with refinery sampling protocols.
  • Document and discuss with Environmental Engineer any waste discrepancies during the sampling procedure.
  • Complete appropriate sampling spreadsheet and contract laboratory Chain of Custody (COC) and contact laboratory for sample pickup.

Roll off and Drum Container Management

  • Track requests for routine and project work.
  • Provide proper container selection for expected composition of generated wastes (roll off/drum options).
  • Ensure sufficient stockpile and efficient tracking of roll-off and vacuum box containers. Coordinate with rental vendors for supply and rental rates. Inspect containers and have vendors replace containers as needed.
  • Properly identify waste and develop disposal options.
  • Prepare roll offs and drums for shipment including container integrity inspection, over-packing when required, and proper DOT labeling.
  • In the event that waste is not compliant, discuss and coordinate solutions with generator and other contractors to ensure non-compliant waste is ready for shipment.
  • Schedule shipments with the disposal facility and transporter.
  • Complete applicable shipping paperwork.
  • Record all shipment information in outhaul log for proper billing.
  • Record all oil-bearing secondary material for shipping and disposal.
