INNOVATION AND TECHNOLOGY
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for a Data Analyst position in the Innovation and Technology Department. The Data Analyst supports city-wide efforts in transparency, data-driven decision-making, and operational efficiency. This role is pivotal in leveraging business intelligence (BI), dashboarding, and analytics tools to empower departments with actionable insights. The Data Analyst manages and transforms diverse datasets, supports the City's open data initiatives, and collaborates with stakeholders to develop data models, dashboards, and governance practices that enhance public service delivery.

The ideal candidate will be a motivated professional with recent, hands-on experience using Python or similar software tools in an operational environment within the past two years. This role is an excellent opportunity for candidates with an advanced degree who are eager to apply their recent academic training in a professional setting, as well as for individuals ready to take the next step from an entry-level position into a mid-level role.

ESSENTIAL ELEMENTS:



  • Design and implement data models and analysis services to support city-wide initiatives.
  • Develop and maintain dashboards and reports using BI tools (e.g., Power BI, ArcGIS Dashboards).
  • Collaborate with departments to identify opportunities for data-informed decision-making.
  • Support the development and enforcement of data governance and privacy policies.
  • Manage and maintain spatial and non-spatial datasets, including ETL processes.
  • Support and expand the City's Open Data Portal and ArcGIS Hub.
  • Support delivery of ArcGIS-based services.
  • Automate data workflows and ensure data quality, consistency, and integrity.
  • Coordinate with IT and non-IT staff to integrate data solutions with existing systems.
  • Monitor and optimize database performance, including stored procedures and execution times.
  • Work with stakeholders to define data needs and translate them into technical solutions.
  • Provide training and documentation to ensure effective use of data tools.
  • Communicate findings clearly through visualizations, reports, and presentations.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:



  • Strong understanding of data modeling, database structures, and data management practices.
  • Proficiency with Esri software (ArcGIS Desktop, ArcGIS Online, ArcGIS Portal).
  • Proven ability to consult with key business stakeholders to develop meaningful metrics leading to actionable operational insights.
  • Ability to automate data workflows and ensure data quality, consistency, and integrity.
  • Ability to monitor and optimize database performance, including stored procedures and execution times.
  • Strong communication, problem-solving, and documentation skills.
  • Ability to translate stakeholder needs into technical solutions.
  • May occasionally do presentations in meetings as needed.
  • Regular onsite attendance is required.
  • Ability to work collaboratively across departments and technical teams.
  • Valid Driver's License and access to reliable transportation


MINIMUM REQUIREMENTS:



  • Bachelor's degree in Computer Science, Statistics, Geography, or a related field; OR



    • An equivalent combination of education, training and five (5) years of related experience which provide the required knowledge, skills and abilities to perform the required duties of the position will be considered in lieu of the above-mentioned requirements.





  • Three (3) years of experience with business intelligence tools.
  • Experience with Esri software (ArcGIS Desktop, ArcGIS Online, ArcGIS Portal).
  • Two (2) years of experience designing and implementing ETL (Extract, Transform, Load) workflows using Python, including data cleaning and transformation.
  • Two (2) years of experience with BI platforms such as Power BI or Tableau.
  • Excellent communication skills.


PREFERRED QUALIFICATIONS:



  • Master's degree in Computer Science, Statistics, Data Analytics, Geography, or a related field.
  • Knowledge of JavaScript or Esri API toolkits.
  • One (1) year of experience with data privacy, governance, and metadata management.
  • Project management experience and ability to lead cross-departmental data initiatives.
  • Direct professional experience within the past two (2) years developing complex ETL processes using tools such as SSIS or Azure Data Factory.
  • Direct professional experience within the past two (2) years, and proficiency in creating advanced analytics solutions, such as dashboards, from disparate data sources, including predictive modeling and trend analysis, using Power BI or equivalent platforms.
  • Experience in designing data models and ensuring data quality and governance standards.


SALARY RANGE: $80,709 - $105,964 annually, full-time, exempt, with an excellent benefits package.
