About the Department:


Operating alongside the Enterprise Strategic Governance (ESG) department within the Operational Finance & Enterprise Governance (OFEG) division, the Enterprise Business Analysis (EBA) department provides university-wide support for planning, evaluating, and delivering strategic initiatives. The EBA team translates institutional needs into actionable project requirements by partnering with academic and administrative units to analyze current processes, define desired outcomes, and identify effective solutions-whether technological, procedural, or organizational. Through structured analysis, stakeholder engagement, and comprehensive documentation, the department ensures that projects across the enterprise align with university goals, strengthen operational effectiveness, and deliver measurable institutional value.


About the Position:


The Business Analyst supports the mission of the Enterprise Business Analysis (EBA) department within the OFEG Division by providing data-driven insights, process analysis, and documentation that enhance decision-making, improve operational efficiency, and align business needs with strategic objectives. The position plays a key role in advancing institutional effectiveness by translating stakeholder needs into clear, actionable requirements and supporting the design and implementation of sustainable, high-impact solutions.


Responsibilities:


Business Analysis Engagement



  • Gather, evaluate, and interpret data, processes, and system requirements to identify opportunities for improvement and ensure alignment with organizational objectives;
  • Collaborate with business units, technical teams, and leadership to clarify needs, define objectives, and build consensus on priorities and solutions;
  • Support the evaluation of business and process governance frameworks to promote consistency, transparency, and accountability across enterprise initiatives;
  • Assist in managing intake and prioritization of requests, track performance metrics, and recommend actions for continuous improvement; and
  • Partner with project managers, data analysts, and subject matter experts to ensure business analysis outputs effectively support institutional initiatives and operational goals.


Business Analysis Requirements Documentation



  • Plan and scope requirements activities by identifying objectives, stakeholders, and existing process documentation;
  • Facilitate interviews, workshops, and discovery sessions to capture stakeholder needs and expectations;
  • Analyze current processes and data to identify gaps, dependencies, and improvement opportunities;
  • Document clear business, functional, and non-functional requirements aligned with strategic goals;
  • Validate and refine requirements through stakeholder review and cross-functional collaboration; and
  • Maintain version control, manage changes, and support continuous improvement of analysis practices.


Stakeholder Engagement and Communications



  • Serve as the primary liaison for project stakeholders and sponsors;
  • Develop and execute communication plans tailored to senior leadership, governance bodies, and implementation teams;
  • Prepare executive-ready briefings, dashboards, and progress reports to support informed decision-making; and
  • Foster a culture of transparency, accountability, and shared ownership across initiatives.


Other Duties as Assigned



  • Support institutional priorities or special assignments, including ad hoc analysis, stakeholder facilitation, and change enablement activities.


Required Qualifications:



  • Bachelor's degree in related field or the equivalent combination of education and experience;
  • Considerable professional experience in Business Analysis (typically five or more years), including experience in a cross-functional enterprise or institutional environment (typically three or more years);
  • Demonstrated success delivering complex projects in alignment with organizational priorities and performance targets;
  • Knowledge of governance operations, investment prioritization, and project intake processes;
  • Demonstrated written and verbal communication skills with the ability to convey complex technical information to both technical and non-technical audiences across all levels of the organization;
  • Demonstrated problem-solving and critical-thinking skills with the ability to identify issues, assess impacts, and recommend effective solutions;
  • Demonstrated analytical ability to understand business and user requirements, translate them into technical specifications, and identify or quantify issues, risks, and opportunities;
  • Skilled in facilitating service and process mapping sessions with stakeholders to inform system design and requirements development;
  • Demonstrated ability to perform project planning, task coordination, and process documentation with strong attention to detail and adherence to timelines;
  • Ability to work independently or collaboratively within cross-functional teams;
  • Demonstrated ability to learn new tools and concepts quickly while meeting deadlines in a dynamic environment;
  • Demonstrated ability to facilitate meetings and working sessions with diverse stakeholder groups, including technical and business users; and
  • Proficient in Microsoft 365 applications, project tracking tools (e.g., Microsoft Project, TeamDynamix), and reporting or visualization tools (e.g., Power BI).


Preferred Qualifications:



  • Master's degree in related field;
  • Experience with governance and planning frameworks in public higher education, large nonprofits, or government agencies;
  • Experience working within a formal software development lifecycle (SDLC);
  • Experience leading strategic or institutional initiatives in higher education or public-sector organizations; and
  • Demonstrated understanding and skill in process and systems requirement documentation as detailed in the IIBA's BABOK.
